Marketing and Media Services

The Vendor is required to provide to develop a statewide marketing campaign and companion marketing materials and to also provide media buying services on behalf of office and its loan fund program to increase their loan disbursements.
- Loan products (in order of Marketing Priority), all of which offer competitive interest rates and access to technical assistance in areas such as financial literacy, debt management, or business plan writing.
- The availability of funds in excess of the amount certified as available shall be contingent upon future appropriations or special fund revenues.
- Statewide marketing campaign that will promote awareness of the fund program and its loan products which will lead to increased loan disbursements.
- Edit and coordinate supportive written testimonies for submittal by the office or third-parties.
- Shoot and edit two (2) video testimonials annually for two (2) on-location shoots.
- Schedule, coordinate, and draft talking points for video testimonials.
- Shall act as the field producer for on-location video testimonials, perform final review and editing, and deliver such video testimonials to the office for submission.
- Responsible for obtaining releases for the office use and submission, as needed, of the supportive written testimonies and video testimonials.
- Strategic and media planning services that address the need to increase loan disbursements.
- Design and implement a research strategy to quantify the effectiveness of the campaign, specifically to determine increases in awareness, loan applications, and loan disbursements.
- Work with the fund to produce all creative marketing materials and advertisements that shall be used in the campaign.
- The marketing campaign shall use multiple media outlets to achieve statewide reach and appeal. 
- The media outlets shall include, but not be limited to, television, radio, newspaper, mailers, and social and digital media.
