The vendor is required to provide public works services for development and execution management of projects supporting master planning documents.
- Stormwater management
• Provide technically qualified staffing to respond to emergency repairs, coordinate maintenance, development services support, watershed improvement and drainage project management, regulatory reporting, and fee administration with the county.
• Review hydrology reports and stormwater management plans for development projects.
• Create, maintain, store, and retrieve available documents that are necessary for the effective implementation and operation of the city’s stormwater requirements under applicable, local, state, and federal laws.

- Marketing and communications
• Coordinate with the city’s communications department to ensure compliance with city branding and communications protocols.
- Community engagement
• Provide support and attend city and public works community engagement events such as cherry blossom festival, international festival, hazardous waste recycling events, earth day, stormwater structure marking event, etc.
- Sustainability and best management practices
• Technology and data integration: asset management systems integration: ensure compatibility and integration of all infrastructure inventories with the city’s asset management system (e.g., city works), including timely updates following inspections, maintenance, or repairs.
• Mobile work order capabilities: utilize mobile-enabled platforms to log, update, and close work orders in the field, improving real-time data accuracy and responsiveness.
• GIS updates: all changes to infrastructure assets must be captured and reflected in the city’s GIS database within 30 days of installation, replacement, or removal.
• Green infrastructure integration: recommend and incorporate green infrastructure (e.g., bioswales, permeable pavers, rain gardens) where feasible in stormwater and streetscape projects.
• Climate resilience planning: support the development and implementation of a climate resilience strategy specific to public works infrastructure, including vulnerability assessments and risk mitigation planning.
• Public-facing dashboards: support the development of dashboards or GIS tools that communicate project status, pavement conditions, or traffic signal timing improvements to the public.
• Neighborhood-based work planning: use service request trends and neighborhood input to inform maintenance scheduling and project selection.
• Safety culture commitment: maintain a documented safety plan with monthly toolbox talks, incident reporting, and performance tracking.
