The vendor is required to provide consulting and continued marketing services for country.
- Overall requirements
• Marketing partner firm has a proven track record and capabilities in strategic and transformational marketing, within both private and public sectors, to provide overall strategy as well as functional implementation and operations, for organizational initiatives that are designed specifically to achieve desired outcomes for county; and that specifically will aid in designing and developing marketing and other key and cross-functional capabilities for the county and achieve its overall marketing and strategic objectives.
• Provide executive strategic leadership on:
o Internal and external short and long-term marketing strategies, overall objectives and specific goals
o Design and development of fully integrated marketing programs, to include operational integration of governmental entities and partners
o Program measurement and analytics
- Marketing operations
• In-depth experience working with similarly sized government marketing organizations in designing and staffing marketing departments with a combination of existing personnel and external resources
• Assessment and analysis of all existing marketing county-wide, to include functional marketing that may occur and reside in county operating divisions and county entities on behalf of the county, but outside of the county marketing office with emphasis on full integration and coordination of all marketing organizationally, strategically, and functionally
• Provide management leadership to build a strong fully integrated working team of combined internal and external and cross-functional resources and staff and assess and develop personnel to expand and strengthen existing and needed skills.
- Marketing strategy, program development, implementation and management
• Brand alignment across a diverse organization with multiple internal ‘brands’
• Brand story development, architecture and brand identity development for related county agencies as well as internal sub-brands within the county
• Strategic and functional organizational alignment across divisions to ensure consistency in story, messaging, strategic objectives and campaign and operational implementation
• Development and implementation of entity-wide, consistent brand look and feel and voice across all marketing that represent the entity.
• Internal marketing and communications coordination and alignment of internal communications across the entity with brand story and related marketing campaigns and initiatives.
• Creative design and collateral production
• Integrated multi-channel marketing strategies and implementation capabilities across:
o Direct response marketing, social media marketing (across all platforms), word of mouth marketing, partner marketing, experiential marketing

- Advertising
• Campaign concepts, research, strategy and planning cross all campaign advertising channels consistent with the city brand story and narrative.
• Creative design, development and production.
• Media strategy planning and campaign integration, including the management of multiple initiatives across multiple agencies.
• Management of all final production integration, oversight and approvals, and management of all campaign processes and elements.
• Knowledge and understanding of how to create and drive segment-specific and sector-specific campaigns for a variety of county initiatives and departments such as: economic development, public and government affairs, county partnerships (public or private), as well as tie such potential campaigns and their impact to the overall brand campaign of the county.
- Public and government affairs and public relations
• Design and implement proactive media strategies, campaigns, relationship development and outreach on behalf of the county through a variety of relevant earned-media channels and outlets.
• Work with county elected and appointed leadership to develop and refine public affairs and government affairs outreach strategy, initiatives, and required content, while ensuring integration, coordination and consistency with county’s overall brand story and narrative.
• Develop and coordinate specific policy and advocacy messaging and marketing, and develop and define specific communications initiatives and campaigns to support county’s public affairs and government affairs advocacy and outreach efforts requirements at local, state, federal and public and private NGO level.
• Manage and integrate internal and external resources and outside firms to develop and integrate targeted issue advocacy advertising campaigns within the strategy, plan and structure of the overall county brand campaign(s) that speak to segment-specific and sector specific public affairs or public policy initiatives or opportunities beneficial for related county partnership outreach efforts, such as economic development, education, culture and arts.
