Communications and Marketing Assessment Services

The vendor is required to provide communications and marketing assessment services for include:
•    Evaluate the city’s communications and marketing strategies, tools, staffing, and resources. 
•    Identify strengths, gaps, and opportunities. 
•    Provide recommendations for a forward-looking, sustainable, and measurable strategy.
- Requirement:
a. Discovery and current state review
•    Conduct interviews and focus groups with city council, staff, and stakeholders.
•    Review communications policies, strategies, and branding guidelines.
•    Audit all channels: website, social media, newsletters, print, video, signage, events.
•    Evaluate internal communications and employee engagement practices.
•    Assess staffing, budget, and organizational structure for communications.
•    Gather community feedback via surveys, listening sessions, or engagement platforms.
b. Benchmarking and best practices
•    Benchmark activities against peer municipalities.
•    Identify best practices in government communications, branding, and digital engagement.
•    Assess opportunities for innovation, technology, and storytelling.
c. Gap analysis
•    Identify gaps in message consistency, accessibility (ADA/language), and reach.
•    Evaluate alignment with council goals and community priorities.
•    Review crisis communications, reputation management, and media relations capacity.
•    Assess digital communications performance.
•    Recommend tools to discontinue, enhance, or newly adopt.
•    Evaluate equity and inclusion considerations in outreach.
d. Strategy development
•    Develop a comprehensive strategy framework including:
o    Strategic goals and guiding principles.
o    Key messages and brand positioning recommendations.
o    Audience segmentation and tailored engagement strategies.
o    Tactical recommendations across digital, print, media, and in-person channels.
•    Provide measurable KPIs to evaluate effectiveness.
