Strategic Planning Services

The Vendor is required to provide to develop a comprehensive strategic plan for its division, which is the university’s largest administrative division with more than 1,200 employees.
- The selected consultant will manage the project to develop a strategic plan that reflects the division’s mission, values, and future direction in alignment with the University goals.
- Project Launch and Initial Discovery processes 
•    Target completion date:  April 15, 2026 preliminary 
•    Conduct kickoff meetings with project sponsor and leadership. 
•    Review existing strategic documents, performance data, and institutional goals. 
•    Develop stakeholder engagement and communication plans. 
- Initial Stakeholder Engagement and Data Collection 
•    Target completion date: April 15, 2026 preliminary 
•    Engage internal stakeholders to obtain an understanding of division operations and goals. 
•    Conduct environmental and organizational analyses to inform strategic priorities. 
•    Conduct benchmarking against peer institutions. 
•    Prepare preliminary goal recommendations. 
- Senior Retreat & Plan Development 
•    Retreat Date: April 23, 2026 
•    Plan and facilitate a one day retreat with senior leadership to discuss: 
o    Detailed strategy and opportunity analysis 
o    Strategic themes and priorities 
o    Cohesive goals and targets across the division 
o    Leadership alignment. 
- Strategy Enhancement 
•    Target completion date: August 30, 2026 
•    Develop strategic priorities, goals, and objectives. 
•    Align strategies with university-wide goals. 
•    Identify realistic and measurable performance indicators and metrics. 
•    Conduct iterative reviews with Administration and Finance leadership. 
- Plan Refinement & Validation 
•    Target completion date: October 31, 2026 
•    Share draft plan with Administration and Finance Leadership. 
•    Refine goals, strategies, and implementation framework based on feedback. 
•    Draft implementation roadmap. 
- Finalization & Delivery 
•    Target completion date:  December 15, 2026 
•    Provide final strategic plan document (print and digital formats). 
•    Provide executive summary and external presentation materials.  
•    Deliver implementation roadmap with timelines, KPIs, and accountability structure.
