The Vendor is required to provide lottery, in an effort to encourage greater participation and advancement in state advertising industry, strives to develop strategic marketing plans that will address, reflect, and effectively meet the needs of state culturally diverse marketplace.
- TV: normally, approximately three unique TV spots are produced each year, depending on the fiscal year campaign schedule. The lottery also utilizes TV "donut" spots for both scratch games and limited time offers on lotto games. Donut spots are generic ads that identify the lottery, but within the spot there is a minimum 12 second "hole" to place any game specific or limited time offer information. There are usually three to five donut spots per year, each donut “shell” is used for approximately two years.
- Radio: there is usually a minimum of two radio spots per year; generally, radio will usually include a responsible gaming spot and a generic holiday scratch games spot. Radio spots air on both traditional and digital radio.
- Digital outdoor boards: there are digital out-of-home messages that run throughout the state year-round. The boards show current jackpot amounts and showcase specific lotto or scratch games, or limited time offers.
- Printed point-of-sale (POS): various brochures, posters, clings, rockers, easel cards, feature boards, or other point-of-sale items are produced year-round.
- Digital: digital advertising includes banner ads and paid social media campaigns using Meta business manager. Currently, paid social media advertising is on Facebook, Instagram, X, and YouTube. No management of the lottery's organic social media accounts are required by the contractor. Lottery staff will handle management of its social media accounts, such as creating and managing a profile or organizational page, making posts, and interacting with other users.
- Sports sponsorships: agreements with organizations such as the green bay packers or county bucks for various elements such as in-stadium signage, features like guess the attendance, and/or social media mentions. The lottery does not guarantee sports sponsorship will occur year to year. The sponsorship agreement is sometimes between the lottery and the organization, and sometimes between the lottery’s advertising agencies.
- The total cost of Sports Sponsorships (regular season only) was $1,119,920 in Fiscal Year 2024 and $1,110,350 in Fiscal Year 2025.
