The vendor is required to provide processing and marketing of recyclable materials collected from the city’s residential and commercial curbside collection program.
- Processing and marketing services
• Accept the city’s recyclable materials at a recycle permitted materials recovery facility (MRF) with sufficient capacities, as delivered by the city’s transferring services contractor
• Sort the materials into their respective commodity streams
• Bale and prepare the commodities for shipment
• Market the commodities and locate potential buyers
• Arrange the sale of such materials
• Transport materials from the MRF to an end-user, processor, port, or point-of-sale.
• Collect and account for revenue for such sales
• Remove and legally dispose of contaminants and residue
• Provide well-maintained facilities, equipment, and adequate staffing
• Comply with all federal, state, county, and local laws
• Provide tours of the MRF to city staff
• Point of contact provided to city staff to answer educational recycling questions in a timely manner
• Specify the types of recyclable materials accepted under the proposal.
• Must have certified scale(s) at all its MRF(s) sufficient to weigh recyclable materials delivered. evidence of normal maintenance and calibration of the scales performed in accordance with manufacturer’s recommendations will be required and the selected contractor must (a) submit an annual certificate of accuracy to city and (b) post a copy of such certificate near the scales.
• Dispose of all residual materials at a los county landfill or at a landfill location agreed upon by the city and the contractor.
• Responsible for any tipping fees associated with the residual materials.
• Utilizing a secondary permitted MRF for the residual materials to increase the recycling rate and reduce the amount of materials sent to the landfill.
• If a secondary MRF will be utilized, please clearly specify that in the proposal and indicate the potential additional diversion percentage.
• Have technologies or processing practices that exceed industry standards, have developed recycling campaigns, outreach programs, education literatures and videos materials, and have a dedicated staff that can assist the city with community outreach are highly desirable.
• This may include, but not limited to: utilizing optical sorters, robots, and other technologically advanced sorting equipment in the MRF; taking photos of highly contaminated material loads and identifying the origin of contamination; informing the city in a timely manner when highly contaminated loads are received; sharing recycling education materials that the contractor has developed and allowing the city to use such materials; and occasionally attending business and civic group meetings, neighborhood group meetings, and city events and festivals to assist with recycling education when requested.
• Have or are in the process of transitioning to a clean fleet that utilizes alternative fuel are highly desirable
- Reporting
• Provide monthly tonnage reports to the city for all recyclable materials received from the city as well as all residues sent to the landfill(s).
• Conduct contamination audits and materials composition analyses to determine the city’s materials’ residue level and commodity composition and submit such reports semi-annually to the city.
• Provide reports to include the geographical final destination of where each commodity is being shipped for end-market processing, as requested by the city.
