The Vendor is required to provide the processing and marketing of approximately 14,000 tons of commingled recyclables collected annually from approximately 60,000 households, multi-family buildings, and businesses.
- A new long term-agreement is sought by the City to minimize processing costs and maximize revenue from the collected recyclables.
- The materials collected in the commingled containers are:
• Newspaper
• Magazines
• Mixed paper
• Cardboard
• Paperboard and boxes
• Aluminum
• Metal cans
• #1, #2, and #5 plastic containers
- Open six (6) days a week (except Sundays and specified holidays)
- Solid Waste Handling Permit from the local health jurisdiction
- Environmental permits (e.g., for stormwater discharge and air quality).
- Be enclosed within a roofed facility with minimum vertical 29-foot clearance.
- Support simultaneous unloading of a minimum of two collection vehicles.
- Operate the Designated Receiving Facility so that there shall be no release of materials or litter from the building/structure, tip floor, or storage areas.
- Protect recyclables from degradation due to weather exposure, vandalism, or other factors.
- Maintain and operate the Designated Receiving Facility to prevent nuisances including, but not limited to, litter, noise, pests, and odor to all regulatory standards from enforcing government agencies
- Weigh inbound collection vehicles and loads on certified scales.
- Scales capable of accommodating outbound compactor and tractor trailer shipments.
- Support all collection vehicle types (including front-load, side-load, rear-load, roll off, transfer trailers, etc.).
- The City does expect some differences in specific procedures if the Proposer has chosen to transfer material or perform secondary processing at a different facility.
- Provide transportation from its receiving facility as defined above to its processing facility (ies) and is responsible for any associated Trans load or transfer costs.
- Use a hauling fleet that meets or exceeds current low-emissions standards.
