The vendor is required to provide comprehensive economic development strategy (CEDS) contributes to effective economic development in communities and regions through a locally-based, regionally-driven economic development planning process.
- Economic development planning, as implemented through the CEDS, is not only a cornerstone of the economic development administration’s (EDA) programs but also serves as a means to engage community leaders, leverage private sector involvement, and establish a strategic blueprint for regional collaboration.
- The CEDS provides the capacity-building foundation by which the public sector, working in conjunction with other economic actors (individuals, firms, industries), creates the environment for regional economic prosperity.
- Digital CEDS:
• Develop on a platform that is conducive or interfaces with the agency website;
• Self-updating socioeconomic data with a focus on job creation and retention in the region;
• Graphic-based design;
• Customizable report generation;
• Design the site so that it can be supported by mobile devices;
• The ability to download geo-based multi-level socioeconomic data;
• The website should be ADA-compliant;
• Include links and connections to the cog’s Facebook page and other social media; and,
• Include a maintenance program that details the cost and work required to be maintained by the web developer.
• Include examples of experience and tools that were used to address economic resilience in the face of economic disruptions such as natural and man-made disasters, pandemics, and other disruptions.
