The vendor is required to provide professional consultant to perform a comprehensive review of the county’s human resources processes and operations related to employee relations, with emphasis on those issues involving harassment, discrimination, and retaliation.
- The review is to evaluate how effectively employee issues are managed, identify areas of legal and operational risk, and recommend improvements aligned with industry best practices.
- Consultant will evaluate the current human resource systems and processes involved in responding to employee relations issues, including the roles of management, people & culture (human resources), and the county attorney’s office in order to evaluate compliance with legal requirements as well as make recommendations regarding best practices in resolving employee relations matters.
- Consultant will evaluate internal investigation procedures and the use of outside investigators and make recommendations based upon industry best practice.
- Consultant will evaluate current documentation and record keeping systems to determine if the county is in compliance with legal requirements and best practice.
- Consultant will evaluate employee complaints over the last 3 years, to the extent data is available, to identify trends or areas of concern and evaluate how these issues compare with similarly sized organizations.
- Consultant will identify areas for improvement in training and coaching of managers and supervisors to handle employee relations matters.
- Consultant will evaluate the county’s training of employees and management in the areas of harassment, discrimination, and retaliation and evaluate whether management responses to complaints, and decisions regarding discipline, are consistent with county policy and training.
- Consultant will provide overall analysis of the county’s employee relations matters related to harassment, discrimination, and retaliation to identify any legal or operational risks and make recommendations for changes to the leadership team.
- Consultant will review portions of county policy, including the employee manual that are relevant to employee relations and make recommendations regarding potential changes.
