The vendor is required to provide strategic plan development process will include assessing the current state of 911 in, discovering best practices, conducting stakeholder education and engagement, and plotting a roadmap with identified milestones.
- The resulting strategic plan should address needs related to the following areas:
• Business domain: the business domain consists of those planning and procurement activities that must take place to lay the groundwork for a transition to ng911.
• Data domain: the data domain captures the data management responsibilities of public safety answering points (PSAPS), regions, tribes, states, and national-level authorities as they prepare for and implement ng911.
• This domain includes a shift from tabular location data to full dependency on GIS data for the verification of caller location and routing of 911 calls.
• Applications and systems domain: the applications and systems domain describe the applications, systems, and other core functions of ng911 systems.
• Infrastructure domain: the infrastructure domain describes the infrastructure elements that interconnect the next generation core services (NGCS) of the applications and systems domain.
• Security domain: the security domain encompasses all cybersecurity and physical security technology and operations, including the network, facility, and personnel security associated with the implementation of ng911 services.
• This domain focuses on the systems and applications required to develop a security posture appropriate for each stage of the ng911 maturity model.
• Operations and performance domain: the operations and performance domain describe the policies, procedures, and programs that are needed to effectively operate ng911 systems.
• Statutory, regulatory and governance domain: the statutory, regulatory and governance domain describes the laws, rules, and standard-setting bodies that are needed to effectively implement, coordinate, and manage ng911 systems.
