The vendor is required to provide indigenous reconciliation strategy services to advancing indigenous reconciliation within organizations and indigenous consultation and engagement to develop an indigenous reconciliation strategy.
- The strategy should identify barriers and opportunities to building positive, collaborative relationships with local indigenous communities, organizations, and individuals and create a strategy for implementing commission recommendations that fall within municipal jurisdiction, as well as legislative and policy requirements related to indigenous-municipal relations, that support reconciliation in city.
- Objectives of the strategy are to:
• Identify actions within municipal jurisdiction and capacity arising from the 2015 commission final report
• Provide policy and program recommendations to improve municipal-indigenous relations and service delivery to indigenous people living in the municipality, including staff training
• Provide strategic actions to improve the visibility of indigenous presence in city and celebrate and honors indigenous culture and traditions
• Identify actions to support economic development opportunities for the indigenous community in city.
• Identify long term strategies for ensuring the sustainability and renewal of the framework that supports the ongoing and evolving relationship between the city and indigenous communities.
- Develop the strategy will include the following:
• Review of the existing and current city policy, strategic frameworks and programming to identify activities that both support and hinder reconciliation
• External environmental scan to examine current best practices and strategies in state and municipalities
• Development of a framework for engagement and work with indigenous communities that respects and integrates indigenous ways of doing and knowing
• In-person and digital consultation and engagement with indigenous governments, organizations, and individuals to identify challenges and priorities for local indigenous communities
• Broad public consultation through in-person and digital engagement using the city’s jump in platform
• Review of existing city staff capacity to implement reconciliation-related recommendations as well as capacity within indigenous communities to work with the city on different initiatives
• Compilation and analysis of data gathered through review of city initiatives and community consultation to shape policy and programming recommendations
• Development of a final strategy that includes recommendations and starting actions for advancing reconciliation within city.
- The final strategy document should include the following:
• Strategic recommendations and rationale
• Detailed implementation plan that identifies short- and medium-term priorities, as well as long-term recommendations for review and renewals
• Budgetary and staffing implications based on existing capacity and programming
• System of performance metrics and reporting measures
• Set of appendices that include all data, research, and analysis and a summary of indigenous and non-indigenous consultation and engagement.
