The Vendor is required to provide cultural strategic plan services to complete a five-year strategic plan for 2026-2031 for the gallery.
- These documents are intended to be succinct and action oriented and shall include items such as:
• Identify strategies to enhance cultural access, participation, and equity.
• Support a sustainable cultural ecosystem, including artists and organizations.
• Integrate arts and culture into broader policy areas such as planning, tourism, education, and economic development.
- Discovery and Research
• Review the project schedule including touchpoint meetings, key deliverable dates and sequential work dependencies.
• Review existing plans, policies, budgets, and cultural data relative to the project.
• This will include things such as events and program annual plans, attendance statistics, and similar content.
• Identify key cultural assets in the town (spaces, people, organizations, events), developing a cultural asset map / inventory review.
• Benchmark against at least 5 other mutually agreeable similar municipalities or regions or institutions.
• Conduct a brief environmental scan for relatable documents and guidance for influence and consideration.
- Stakeholder and Community Engagement
• Prepare the promotional content for the engagement portion of the project in consultation with the town.
• Conduct 6 in person mid-sized focus groups at town facilities, of stakeholders including:
• Council, committee and town officials (2)
• Staff group sessions (2)
• Community group sessions (2)
• Prepare, launch and analyze a public survey to gather broader community input. The aim will be to capture at least 150 responses of a 10-15 question survey. The survey analysis is to be included in the final general report.
• The consultant will use the town’s platform for the survey and the project page (town to provide access so that they can develop content)
• Consultants to recommend strategies for outreach to underrepresented groups and communities.
- Develop the Strategic Plans
• Using the content from phase 1 and 2, prepare a service gap analysis, and a SWOT analysis (strengths, weaknesses, opportunities, threats) for culture services, and specifically for each of the town’s museum and the town’s public art gallery.
• Define/refine mission, vision, and core values for both the town’s museum and town’s public art gallery.
• Develop 5-7 strategic goals / focus areas for each plan. Each strategic goal is to have action items within the 5 year timeframe and examples of best practices or reference projects where appropriate.
• Budget impacts of the goals should also be identified. Suggest examples of successful case studies or resources to support the goals where they may exist.
