1. Needs assessment:
• Evaluate department alignment with CFAI (commission on fire accreditation international) standards and iso PPC (insurance services office public protection classification) criteria.
• Identify operational gaps in staffing, training, equipment, and policies.
2. Current service delivery assessment:
• Analyze response times, staffing adequacy, apparatus readiness, and training programs.
3. Strategic plan development:
• Define measurable short-term goals to improve operational efficiency, enhance community risk reduction, and advance accreditation readiness.
• Provide actionable recommendations for staffing, apparatus utilization, training, and community engagement.
• Develop a prioritized action plan with timelines, costs, and resource needs.
• Review of mission, vision, and values statements.
- Master plan (5-10 year)
1. Future needs assessment:
• Project future service demands based on community growth, development trends, and emerging risks.
• Assess long-term infrastructure needs, including fire stations, apparatus, and facilities.
• This includes evaluating city-owned facilities regarding location, staff accommodation, functions, and potential growth.
• Explore advanced staffing models to align with anticipated growth.
• Review and make recommendations regarding the inventory of apparatus and equipment, including age, condition, serviceability, distribution, deployment, maintenance, and future needs.
• Analyze and geographically display current service demand by incident type and temporal variation.
• Evaluate service area population and demographics.
2. Master plan development:
• Create a phased roadmap for staffing allocation, capital improvements, and risk reduction strategies.
• Align infrastructure and resource planning with guidelines and CFAI criteria.
• Incorporate sustainability initiatives and technological advancements to future-proof agency operations.
• Recommend strategies for securing funding through grants, municipal budgets, and public-private partnerships.
• Identify and evaluate strategies for meeting long-term needs and aligning community risk with appropriate resources.
• Recommended approaches will offer short-range (one year or less), mid-range (1-3 years), and long-range (greater than three years) implementation timeframes.
• Address facility improvements and relocations.
• Address changes to apparatus deployment, especially concerning future facility improvements and relocations.
• Address staffing levels by division and function: operations, training, emergency medical services, community risk reduction, logistics.
