The Vendor is required to provide for services typically provided by an advertising agency/agency of record.
- In addition to collections of books, audiobooks, films, and music in traditional and digital media, our customers can borrow a host of unique materials, such as musical instruments, birding backpacks, and parks passes.
- Responsible for marketing and communications on behalf of the organization, as well as all signage required by the Library.
- The role of a successful respondent will be undertaken by a qualified consultant, in accordance with the direction of the director, marketing and communications.

- Account management services
• The service provider (SP) is responsible to provide one suitable professional to act as the library’s customer service representative (CSR) to manage the relationship between the SP and the library, and to provide project management services for the library’s account.
• Providing effective account management services on behalf of the library for all projects and initiatives;
• Responding to status update requests, information requests, concerns, and issues in a timely manner;
• Meeting regularly with the director, marketing and communications to:
• Review projects;
• Confirm direction and priorities;
• Resolve issues;
• Answer questions, discuss projects and budgets, and other topics;
• Communicating on behalf of the library with other SP team members and/or subcontractors to ensure library priorities, requirements, and expectations are understood and executed, but also ensure the ability for the library to communicate directly with other agency employees and/or subcontractors as needed;
• Providing strategic advice and approach toward advertising, marketing campaigns, and other projects as requested;
• Keeping current on trends and ideas in advertising and marketing, as well as web design, social media, photography, and other forms of creative expression to use in promotional activities;
• Pro-actively suggesting opportunities and options that the SP believes would be a good fit for the library and its brand;
• Respectfully disagreeing or challenging direction, assumptions, and/or courses of action when necessary, and providing ample rationale and information to back up claims;
• Providing timely and reasonable time and cost estimates when a new project has been requested; and
• Supporting the library in its use of creative content to communicate with customers, key stakeholders, targeted audience groups, and the general community.
- Creative services
• The SP is responsible for providing creative services to the library to ensure materials reflect the library’s brand and are attractive and compelling to various target audiences.
• Graphic design for print, web, social media, and elsewhere.
• Graphic design should be compelling and attractive, and should consider current and future trends and influences in the field;
• Writing advertising copy, website and social media copy, video scripts, and other writing associated with marketing and communications;
• Design and production of photo and video shoots on behalf of the library; and
• Signage support – design of various signs required at the library (wayfaring, instructional, collections, etc.)
• The SP will:
o Provide strategic advice and approach toward advertising, marketing campaigns, and other projects as requested;
o Support the library in its use of creative content to communicate with customers, key stakeholders, targeted audience groups, and the general community;
o Pro-actively suggest opportunities and options that the creative team believes would be a good fit for the library and its brand;
o Keep current on trends and ideas in advertising and marketing, as well as web design, social media, photography, and other forms of creative expression to use in promotional activities; and
o Respectfully disagree or challenge direction, assumptions, and/or courses of action when necessary, and provide ample rationale and information to back up claims.
- Technical services
• Videography and video shoots, including procurement of actors, location scouting set design, directing, post-production, etc.;
• Photography and photo shoots, including procurement of models, location scouting, set design, shooting, post-production, etc.;
• Website construction using relevant, contemporary design techniques that ensure a library website is attractive, useful, and engaging;
• Focus group testing and other community consultation supports as required for various projects and initiatives originating from the mac unit and elsewhere in the library; and
• Event planning.
- Media purchasing
• The library requires the SP to provide strategic and thoughtful advice and support for media purchases.
• The SP will work with the library to develop media purchasing plans that align with identified target audience(s); the goals and objectives of the individual campaign; and the overall goals and objectives of the library and its brand.
