The Vendor is required to provide to develop a comprehensive economic vitality strategic plan (EVSP) that strengthens and sustains a resilient, diverse and thriving economy, will generate increased revenues to support essential public services, fosters economic opportunity for innovative business approaches ranging from enhancing large established models to start-up microenterprises, and reflects the unique character of the many communities of city.
- This will include a look at how the areas described above will evolve, what uses will be supported by market forces, and recommended strategies the County can pursue to increase the success of existing and future businesses and industry clusters in County and decreasing racial and geographic disparities.
- Stakeholder Engagement & Community Outreach
• Facilitate inclusive outreach and engagement with local businesses, industry sectors, community groups, city officials, and rural stakeholders.
• Prioritize input from underrepresented and economically vulnerable communities; demonstrate cultural and linguistic competence in engaging immigrant communities.
- Economic and Market Analysis
• Analyze current economic conditions, industry sectors, employment trends, and future projections. Ideally data will be disaggregated by geography and demographics where possible.
• Assess strengths, weaknesses, opportunities, and threats (SWOT) for each economic geography.
- Asset and Opportunity Mapping
• Identify existing assets.
• Map economic opportunities by sub region where applicable.
• Highlight opportunities/needs around microenterprise and business ownership.
- Integration with Existing Plans
• Review and incorporate findings and strategies from County and regional economic development plans where feasible, especially economic development reports and strategies from the county’s cities and towns.
- Strategic Framework Development
• Develop goals, objectives, and strategies to enhance economic vitality and resilience.
• Recommend policies, programs, and partnerships that address identified needs.
• Recommend existing General Plan and Development (zoning) Code updates where needed to modernize and streamline processes.
• Identify success indicators and data tracking
- Implementation Plan
• Create a clear, phased implementation strategy with timelines, responsible parties, and performance metrics.
• Include funding recommendations and alignment with state/federal programs where possible.
• Additional funds may be sourced for innovation recommendations and implementation tasks suggested for implementation.
