The Vendor is required to provide consultancy with ample transit agency experience related to strategic plan development, implementation, and maintenance; workshop and retreat facilitation; board, agency leadership, stakeholder, and public engagement; and the development of measures, methodologies, and data systems used to manage agency performance.
- This task is to first synthesize feedback garnered during the engagement sessions and workshops as well as insights from documents reviewed during initial discovery and then to align and finalize definitions of success outcomes in key areas (e.g., community, customers, people power, and finances).
- This alignment will set a strong foundation for future strategic work efforts and staff performance goals, including but not limited to redefined key performance indicators and customer satisfaction metrics and outputs, communications/media strategy, community partnership activities, and overall agency oversight.
- Performance Scorecard that will form the core of the successor strategic plan document.
- Consultancy will lead and facilitate a series of meetings and workshops with Board members, staff, external stakeholders, and members of the public to assess desired strategic outcomes and to identify strategies, reflective of industry trends and transit agency best practices, to achieve those outcomes.
