The vendor is required to provide facilitation and curation services for the development of the municipal and regional development tax (MRDT) 5-year (2027-2032) strategic business plan which will guide the city’s tourism marketing, destination development, and visitor services strategy.
- Work closely with key stakeholders and tourism operators, hoteliers, the city’s economic development and indigenous relations team, and river to deliver a comprehensive, actionable, and community-aligned strategic plan.
- Current themes that have been identified are listed below and the consultant will need to validate it and develop key priorities through the engagement process.
• Indigenous relations
• Community growth
• Healthy and safe communities
• Livability
• Inclusivity
• Sustainable destination growth
• Product attraction
• Organizational excellence
- Design and lead stakeholder engagement sessions (in-person and virtual) including workshops, focus groups interviews, and surveys tailored to stakeholder groups. Engagement methods should include, but not exclusive of:
• Participate in monthly round table discussions with stakeholders,
• One-on-one interviews with key decision-makers and community leaders,
• Online surveys that are distributed broadly to gather input from residents and businesses,
• Public open houses to share progress and gather feedback, and
• Interactive digital platforms for ongoing input and updates.
- Conduct situational analysis and review of current tax performance, tourism trends, and community feedback.
- Bi-weekly update meetings with river, transitioning to weekly meetings if necessary.
- Validate findings with key stakeholder groups and adjust plan accordingly.
- Present findings and plan(s) to city council and stakeholders.
- Provide support for questions from destination state.
- Provide a 5-month stakeholder engagement process roadmap.
- Support the development of the 2027 1-year tactical plan.
- Draft the 5-year strategic business plan which is to include at minimum:
• Vision, mission, and strategic goals,
• Strategic pillars that are broad enough to be relevant for 5 years,
• Key performance indicators,
• Budget framework and funding sources,
• Integration of housing initiatives (if applicable).
