The Vendor is required to provide an experienced, full-service marketing communications firm to develop a marketing and outreach strategy, aligned with the community-based social marketing framework, to bolster and expand the agency.
- Create and develop strategy materials, including videos and campaign ads, with a focus on water quality.
- Pilot test strategy with a target audience and evaluate effectiveness. Update strategy based on pilot test and begin broad scale implementation.
- Perform periodic effectiveness analytics on all marketing.
- The information gathered in the preliminary community research along with feedback from partner organizations on their outreach needs will inform the marketing strategy, education and outreach priorities, messaging, and respective activities for the agency.
- Create and develop strategy materials with a focus on water quality (e.g. storm water, septic leachate, runoff, pollution, use and disposal pesticides, etc.)
- This plan should include clearly described key messages, materials, channels, and messengers to be pilot-tested.
- Outreach materials may include development of a series of social-media ready public service announcement videos and related digital content.
- Utilize preliminary community research and market insights to develop strategic recommendations for media placements, outreach priorities, and plans for target markets/communities.
- Pilot test strategy materials with a target audience and assess effectiveness.
- Utilize adaptive marketing feedback loops to adjust campaign tools based on performance.
- Determine strategic plan for widespread implementation beyond pilot testing.
- Project include but are not limited to:
o Work collaboratively with community-research contractors to assist with the development of key metrics to best measure campaign performance and evaluate shifting community behaviors. Community-research contractors will conduct in-depth assessment of behavior change as the final stage of research in early 2029.
o Prepare semi-annual reporting on campaign performance utilizing expertise, agency tools, data, and other resources.
o Conduct periodic check-ins with commission partner campaign implementers to share, review, and build on successes from their respective local outreach.
o Provide a summary of key takeaways and campaign performance that inform commission larger objectives of establishing community norms and inspiring behavior change to achieve positive watershed-wide change.
o Provide recommendations for long-term campaign implementation plan.
