The vendor required to provide marketing consultant to ultimately develop, execute, and analyze a comprehensive educational campaign around behavioral health services from march 2026 – march 2027.
- Purpose and outcomes
• Provide information in a way that is approachable, accurate, and sensitive to community concerns.
• Leverage existing health department communication channels and develop new tactics and strategies of effective communication.
• Propose a strategy for increasing awareness in a number of micro-communities and demographics in the county.
• Develop and utilize a strategic marketing plan to execute and measure community awareness of health department programs and services, including mental health stigma.
• Collaborate with the communication and public engagement campaigns and initiatives to maximize the effectiveness and reach of marketing efforts, including a men’s mental health campaign and a non-alcoholic social drinking campaign.
• Utilize varied and proven modalities for marketing including, but not limited to, social media, email marketing, local partnerships, media buys, paid advertising, focus groups, phone, and online surveys.
- Requirement:
1. Overall campaign design
• The consultant will be expected to design and recommend a process that provides a detailed explanation of an educational services awareness campaign and more clearly defines strategies, tactics, roles, tasks, timelines, and responsibilities over the course of the project.
• Timeline including a minimum of monthly progress reports detailing current tactics and measuring past performance.
• This campaign will include integration of existing and ongoing marketing campaigns.
2. Develop and implement a public education plan
• Develop and implement a plan to educate and engage the public using collaborative strategies focused on increasing awareness and utilization of health department programs and services.
• It is anticipated that this will include a broad array of communication tactics to reach certain demographics, including those who are typically less engaged with county government.
3. Develop a communications plan
• This would include marketing and other methods of informing the public, creating key messages to increase awareness and recognition of health departments services and programs, build credibility, and deepen understanding of the health department’s role in the community.
• This may include an editorial calendar for social media posts, emails, ad copy, graphics, articles, videography, and any other assets that can be utilized by county staff.
4. Develop materials
• Develop materials to be used as part of the education and activation process that are congruent with county branding.
• This could include toolkits to be used by community groups and stakeholders, digital and printed materials, marketing materials, graphics, surveys, and other materials as necessary.
- Analysis and report
• Develop a highly readable, comprehensive, and actionable campaign recap for summit county health department and summit county communication and public engagement staff.
• This recap should include a summary of strategies and tactics, their effectiveness with various groups and recommendations for marketing efforts moving forward. In addition to the report, provide any raw qualitative and quantitative data gathered through the course of the project to county staff.
