The Vendor is required to provide a full-service strategic communications firm to develop creative assets, plan, procure advertising spots, and analyze and report on the campaign to deploy a one-month social marketing campaign in May 2026 for children's mental health acceptance month.
- Provides mental health services for eligible children and youth in state who have severe emotional and/or behavioral challenges.
- Services include assessment, case management, and a range of therapeutic supports provided in the home and community, as well as temporary out-of-home placements.
- Research shows that while misinformation, shame, and stigma are barriers to children’s mental health acceptance, disseminating educational and empowering mental health messaging through various channels increases awareness and acceptance of children’s mental health needs.
- Work activities shall follow a media production and marketing timeline and operational framework, encompassing planning, production, marketing, distribution, and reporting.
- The social marketing campaign shall not exceed sixty-three thousand, four hundred and no/100 dollars ($63,400.00), inclusive of taxes and fees.
- Create an anticipated production schedule that includes potential problems or concerns that may arise before the project’s completion, including proposed solutions to address any potential barriers.
- Collaborate and regularly communicate with the agency via videoconferencing, emails, and telephone calls during all phases of development, production, marketing, and distribution to provide status updates, ensure incorporation of the agency priorities, and seek feedback from the agency.
- Program messages to the following audiences within the STATE:
o Youth ages three (3) to twenty-one (21) years of age.
o Families and households with youth ages three (3) to twenty-one (21) years of age.
- Plan and execute all tasks associated with a photography and videography shoot to develop multimedia assets.
- Tasks shall include the following:
o Scouting and securing location(s).
o Casting on-camera talent.
o Compensating each on-camera talent no less than one hundred and no/100 dollars ($100.00) per hour on set or three hundred and no/100 dollars ($300.00) per day.
o Obtaining model and photo release waivers for unlimited licensing.
o Capturing behind-the-scenes photos and b-roll footage during production.
o Ensuring high standards of multimedia capture quality (photo, video, and audio) to meet industry standards in the desired advertising channels.
- Edit videos and voiceovers and only use VENDOR licensed music and images wherever relevant.
- Render/export media files in the highest quality possible (meeting industry standards) in popular and accessible formats (captioned and subtitled as appropriate) for consumer distribution.
- Ensure that advertisements yield no less than one point three (1.3) million digital impressions and three hundred thousand (300,000) out-of-home impressions.
- Program advertisements on all of the following platforms and channels including the following:
• Social media.
o YouTube.
o Instagram.
o Facebook.
o Snapchat.
• Search engine advertisements.
• CTV.
o Sports.
o Children’s programming.
• Out-of-home advertisement locations.
o Grocery stores.
o Gas stations.
o TheBus and other public transportation systems.
