The Vendor is required to provide community housing engagement and planning services for include:
• Meet with town officials to discuss local benchmarks including town housing goals and zoning criteria, existing affordable housing stock, local subsidy resources, community data findings informed by the 2024 housing needs assessment and site particulars for town-owned parcels including town sewer connection and existing conservation restrictions.
• Meet with town officials to review public state and federal subsidy resources available for both rental and ownership housing developments, including various AMI eligibilities and use restriction projects.
• Conduct a robust community engagement process that includes hosting community visioning workshops to receive public input and to educate the community on current housing data and funding opportunities that support different types of housing developments.
• Educational materials should focus on existing housing stock data, 2024 housing needs assessment findings, AMI thresholds and subsidized housing inventory eligibility, local preference eligibility, funding resources, and relevant affordable homes act items including seasonal community’s designation as applicable.
• Produce draft development scenarios for each parcel, utilizing public input and facilitate an interactive community forum to present potential site concepts and housing uses.
• Scenarios should consider bedroom count, bedroom size, architectural style, and use by rental and ownership, resident AMI or other restrictions as appropriate, and suggested use of any surplus land on the parcel.
• Meet with a designated working group to analyze feedback from the community and refine development scenarios for further review, considering reasonable feasibility to attract potential developers interested in the project.
• These findings may be presented at a select board meeting or housing workshop prior to secondary community forums.
• Facilitate multiple interactive community forums to finalize draft concepts supported by rationale and receive approval from the designated working group on final preferred scenarios.
• Coordinate with town officials to educate the community on the immediate next steps for implementation of the approved development scenarios including request for proposals and securing realistic funding sources.
• A single development proposal which addresses all parcels should be considered and presented.
