The Vendor is required to provide professional research and evaluation services to support the department public engagement, communications, operational decision-making, and strategic plan implementation.
- Requirements:
1. Research planning
• Collaborate with department to define research objectives and success criteria.
• Develop a written plan for each task assignment, including agreed upon goals, measurements of those goals success, methodology, timeline, and proposed deliverables as applicable.
• Develop agendas, meeting minutes, meeting summary emails indicating tasks for both the selected contractor and department as applicable.
2. Instrument development and data collection
• Design and implement appropriate research instruments, including surveys, interview guides, or discussion protocols.
• Conduct data collection using digital, phone, mail, and in-person methods when directed.
• Incorporate inclusive practices to support participation across diverse customer groups.
3. Data analysis and documentation
• Clean, manage, and securely store collected data.
• Conduct appropriate quantitative and qualitative analysis.
• Document methods and limitations to support transparency and continuity across contract years.
4. Reporting and decision support
• Prepare clear and concise reports, summaries, or presentations suitable for leadership and staff review.
• Present findings and identify key insights relevant to department priorities.
• Participate in review meetings with department staff as needed.
5. Data sharing
• Present findings in formats that facilitate internal sharing across units, including summaries or visual materials as directed.
• Participate in knowledge transfer meetings, as requested, to ensure continuity of insight across contract years and among department staff.
• Provide recommendations for data sharing activities to facilitate and build a community of practice within and potentially outside department as directed.
6. Collaboration and communication
• Maintain regular communication with designated department staff at a bi-weekly minimum with updates and developments of any agreed upon deliverables and provide communication at monthly meetings.
• Promptly notify department of any risks to timeline, scope, or data quality.
• Adjustments to methodology or schedule must be approved by department in writing.
7. Data ownership and confidentiality
• All data, instruments, reports, and related materials produced under this contract shall be the property of department.
• Maintain confidentiality of respondent information and comply with applicable data protection standards.
