VMT Mitigation Strategy Study Services

The vendor required to provide vehicle miles traveled (VMT) mitigation strategy study will include, but is not limited to, identifying multimodal elements to incorporate into agency capital projects, exploring the potential for VMT banking and funding alternative projects through managed lanes revenue, developing programs to support the reduction of VMT and greenhouse gas (GHG) emissions, and investigating the potential for establishing a mitigation fund to support VMT-reducing land use opportunities to further the department.

•    Purpose and need report.
•    Literature review and case studies technical memorandum.
•    High-level VMT impact estimates for select local, regional, and agency planned projects.
•    VMT mitigation cost-benefit analysis strategy.
•    VMT mitigation strategies and best practices report with housing-specific VMT reduction opportunities addendum.
•    VMT banking and exchange program feasibility and framework report.
•    Constraint’s analysis technical report.
•    Alternative’s evaluation report.
•    Funding opportunities memorandum and implementation plan; and
•    Draft and final study report.
