Utility Network Data Readiness Assessment Services

The Vendor is required to provide establish a contract with a firm(s) that has geographic information systems (“GIS”) experience to perform a utility network (“UN”) data readiness assessment on the city’s enterprise gas geodatabase and electric geodatabase to identify the state of their geodatabases for migration to the UN.
- GIS data assessment
• Contractor to perform GIS attribute and geometry quality checks, such as checks for:
A. Duplicate features
B. Geographic coincident features
C. Illegal/bad geometry
D. Attribute values outside domains
E. Geometric overstrike
F. Parent/child relationships
- Provide data assessment errors organized by severity, for example:
• Level 1 – substantial adverse business impact, major application (e.g. outage management system) adverse impact or prevents migration of data to UN
• Level 2 – systemic or consistently erroneous data, but relatively minor business or system impacts
• Level 3 – individual, minor data errors, minimal business, or system impacts, if any; can migrate data to UN “as-is”
• Contractor to load city electric GIS data into a UN file geodatabase template and city gas GIS data into a UN file geodatabase template so mesa has a sense of what our data may look like in the UN.
• Contractor to provide list of errors from the loading of our electric GIS into a UN geodatabase template and our gas GIS into a UN geodatabase template.
• If any data assessment checks can be reused by mesa (for example ArcGIS data reviewer checks are utilized), contractor to provide such checks so that mesa can rerun for our cleanup processes
• Provide data assessment summary/recommendations:
• Provide recommendations on correcting level 1/level 2/level 3 errors
• Provide any recommendations for GIS data/schema modifications to support the UN migration
