Technical Support Services

The vendor is required to provide technical support services from qualified applicants who can represent the breadth of knowledge and experience encompassing the diverse range of resources, technologies, industry best practices and other strategies that may be deployed in projects seeking financing from the authority in order to maximize the conservation of air as a natural resource in the state.
- Provide advice and consultation on technical matters involving one or more proposed projects, programs and services of the authority, or applications made to the authority, and respond to requests from, or at the direction of, the executive director pertaining to technical questions regarding any such Assignments. 
- The amount of time required for this type of work will vary from project to project. 
- The technical consultant should communicate the amount of time required for these activities to the executive director during such time when projects, programs or services are assigned.
- Duties may include, but are not limited to:
•    Review preliminary project concepts and participate in pre-application discussions to understand and validate basic technical details and assess eligibility against the board approved guidelines to recommend eligibility of proposals to proceed in evaluation process to receive financial or technical assistance from the authority, 
•    Receive and review project application materials, including construction drawings, calculations and modeling, and other documents, and maintain such documents in accord with the authority’s records retention policy and state public records law; and identify additional documentation that may be necessary to support the project’s engineering or technical activities, document the project’s level of compliance with authority program requirements, 
•    Depending on project, support the authority’s engagement with air quality facility owner for equipment specs, operational, and facility technical details as needed (including appropriate technical and compliance information for GGRF projects), 
•    Conduct field inspections, participate in project-specific meetings, or other activities, as agreed to by the executive director, that provide additional information on proposed projects to validate technical details more accurately and effectively, 
•    Determine compliance of proposed project and any applicant generated M&V plan with all applicable rules, laws and codes at the local, state and federal levels, 
•    Confirm compliance of project design and categorization with GGRF criteria, 
•    Support authority federal reporting including periodic and final reports as required by federal agencies, 
•    Determine project-specific measurement and verification (M&V) plans including proposed timelines and reporting formats, 
•    Identify any limitations and risks relevant to the technical merits of the proposed project that may occur during construction and operation of the project, or adversely impact the expected benefits to the state in energy savings, health effects and emissions reductions, using impact models when applicable, 
•    Provide, when applicable, annual measurement and verification (M&V) reporting of project performance with specific metrics for evaluating project benefits determined through the review process, 
•    Perform on-site investigation as needed to identify reasons for significant performance discrepancies determined during M&V, 
•    Make recommendations on the validity of technical details in the method prescribed by and assist the authority, its executive director and staff as to the technical qualifications of the project being funded as an “air quality facility” within the meaning
•    Any and all other technical services requested by the authority in connection with any such assigned bond issue, application, program or service.
- The authority members or its executive director from time to time, perform an evaluation of and make recommendations on the authority’s program performance and effectiveness to meet intended goals. 
- Duties may include, but are not limited to:
•    Review and make recommendations to revise program guidelines, application, reporting and other documentation to align program materials to desired outcomes, 
•    Develop and standardize methodologies for analyzing energy consumption, air emissions and other related data to the program performance, assist the authority in developing quality assurance plans and procedures for collected environmental information and guide the authority to comply with its national partner’s quality assurance plans, 
•    Present and inform the authority, its executive director and staff on innovative technologies and techniques, industry best practices, market studies and other emerging trends relevant to conserving air as a natural resource by abating or preventing air pollution. 
•    Review project reports and other related information to analyze technical details and determine the project’s performance in meeting expectations of the desired performance as described in application materials and any subsequent revisions during operations, and 
•    Prepare data, graphics, maps or visualizations of program technical information that can be conveyed in meaningful ways to authority members and the public.
- Provide technical assistance services for local governments, community-based organizations, and small businesses interested in accessing financing through the authority. 
- This area of service will be at the direction of the executive director to provide pre-development project services that may assist in the identification, evaluation and selection of qualified projects for federally-funded financial assistance. 
- The amount of time required for this type of work will vary on a case- by-case basis and will be negotiated at the time of assignment for services and specific end users selected for technical assistance by authority. 
- Pre-development services may include, but not limited to:
•    Serve as technical advisor, as directed by authority to a local government, community-based organization, or small business to assist them through the process for accessing financial assistance, 
•    Provide energy assessments, audits, modeling and recommendations to assist end user on eligible clean air projects that will reduce energy use, produce renewable or cleaner energy generation, or reduce air pollution on buildings or infrastructure, 
•    Analyze existing project plans and audits to determine technical eligibility and alignment for assistance through the authority’s programs, and 
•    Assist in the application process for funding through the authority’s programs.
