commercial, industrial and residential properties and vacant residential or commercial land
- Brokerage services
• Provide counsel to the city on negotiation, market status, leasing expenses, portfolio review, and other aspects of real estate transactions
• Recommend strategic opportunities for reducing occupancy costs (consolidation, relocation, reconfiguration, capital investment, selling and/or acquisition)
• Provide ad hoc professional advice, consulting or information
• Negotiate a lease and/or purchase and sale agreement on behalf of the city and assist with the drafting and editing of lease and or purchase and sale documents
• Prepare a written report of property value including comparable
- Property inspection services
• Perform a thorough visual and non-invasive inspection of the property from roof to foundation
• Identify safety issues and document the true condition of the property
• Prepare a property inspection report at the conclusion of the inspection disclosing visually observable conditions and deficiencies of the inspected systems.
• This report will give a list of repairs needed and code violations as well as cost estimates for repairs
- Below market rate (BMR) program administration
• Provide ongoing administrative support and technical assistance for the city’s BMR program and affordable housing lottery
• Prepare compliance reporting and monitoring annually and as needed
• Conduct homeowner and renter certification
• Assist in loan administration, including record keeping of existing loans and coordinating with stakeholders to ensure loan repayment
• Market rentals and sales/resales in english and Spanish
- Community development block grant (CDBG) administration
• Support CDBG and home grantees by providing comprehensive program assistance and guidance
• Deliver ongoing technical expertise on CDBG program requirements, project design, implementation, and compliance, including project eligibility and fund accounting
• Conduct environmental reviews and ensure labor compliance for federally funded projects
• Assist in the development of key planning documents, including the five-year consolidated plan, annual action plan, consolidated annual performance and evaluation report (caper), and assessment of fair housing (AFH)
• Maintain and manage data within the integrated disbursement and information system (IDIS) to ensure accurate reporting and program compliance
- Redevelopment agency dissolution
• Monitor and advise the city on dissolution law and any anticipated legislation
• Assist in compliance and preparing reports for successor agency, oversight board, and department of finance
• Assist in preparation of the annual recognized obligation payments schedule (ROPS) documents
• Housing successor agency administration
- Economic development services
• Assist in the creation and implementation of economic development support services for the city, including: strategic planning, analysis, real property assembly, and development
• Assist with business attraction and retention policies and programs
• Advise the city on financing strategies that affect the local economy
- Grant writing
• Assist in the grant writing process for specific funding opportunities identified by the city
• Demonstrate experience in writing successful federal, state, regional, and philanthropic grant opportunities that support economic mobility programs
• Assist in grant administration functions, depending on the complexity of the grant opportunity received by the city
• Assist in grant administration functions for city economic development grant programs offered to the public
