The vendor is required to provide a full range of brokerage and risk management services including marketing and placement of many insurance coverages, bonds, and consulting on coverage issues and self-insurance operations.
- The county has a comprehensive insurance program with the following insurance coverages currently in place.
• Excess general liability, including automobile, public officials, law enforcement and professional liability - to be converted to self-insured by April 30, 2026.
• Cyber liability
• Property and boiler and machinery, and terrorism program
• Automobile physical damage and inland marine - scheduled vehicles valued over $250,000.00
• Excess workers' compensation
• Out-of-state workers' compensation coverage
• Professional liability – still water center
• Professional liability – still water center covid testing
• Crime, including faithful performance of duty coverage
• Drone aviation hull and liability
• Watercraft
• Pollution liability
• Foreign and global companion
• Public officials bond program
- Performance requirements
• Provide broker services for the county in accordance with the requirements and provisions stated herein.
• Act as an insurance, risk management and risk financing advisor for the county.
• Seek competitive programs and market coverages on an unbiased basis and in the best interest of the county.
• Conduct annual in-person stewardship meetings and reviews summarizing activities and placements on behalf of the county.
• Prepare a bi-annual market analysis and forecast by insurance line.
• This summary will include information on trends, market availability, pricing, and long-term market directions.
• Assist the county in the design of policy forms and programs as needed, including transiting into the county's self-insured general liability program by April 30, 2026.
• Verify the accuracy and adequacy of all binders, policies, policy endorsements, invoices, and other insurance related documents as needed.
• Issue certificates of insurance and answer coverage questions, as appropriate.
• Assist the county in preparing of underwriting data, statements of values, specifications, and other data required by insurers.
• Assist the county in reporting all complaints/litigation to the carriers.
• Attend bi-weekly meetings to discuss status of claims, renewals and emerging risks.
• Assist the county in preparing proofs of loss or claims reports, and in obtaining loss settlements from insurers.

• Be fully qualified and competent with proper license, knowledge, experience, and personnel.
• Must identify all sources of revenue on any services provided and placements (new and renewal) including and not limited to: fees, commissions, contingency fees, and bonus or profit-sharing arrangements.
• Any revenue received shall be returned to the county.
• Failure to disclose fees will be considered a material breach of contract.
