The vendor is required to provide professional real estate appraisals and right-of way/land services on an on-call as needed basis for various county.
- Services include:
• Perform land records research.
• Develop and maintain comprehensive right-of-way documentation and files.
• Calculate highest and best use property values.
• Calculate proximity damages caused by proposed projects.
• Read and interpret zoning maps and zoning classifications.
• Read and interpret civil/public works construction plans, right-of-way plats, subdivision plats, legal description, and other related documents.
• Negotiate real property s in fee simple with landowners, corporations, and/or public utility companies as well as negotiate permanent easements and temporary construction easements.
• Explain the rights to be acquired and the impact of the.
• Perform full real property value appraisals and/or reviews to include commercial with improvements, residential with improvements, land only appraisals, and real property appraisal services.
• Perform partial real property value appraisals and/or reviews to include commercial property with and without damages as well as residential property with and without damages.
• Testify regarding real property and right-of-way issues before the commissioners at public hearings and in a court of law.
• Prepare real property and right-of-way value reports.
• Assist county government in meetings with landowners and county government agencies.
• Following negotiations make recommendations for settlements and agreements.
• Provide monthly project status reports to the project manager.
