The vendor is required to provide strategic benefits broker who can support our nonprofit mission-driven organization in optimizing our employee benefits strategy through market competitiveness, cost containment, and innovative engagement solutions.
1. Strategic benefits planning and consulting:
• Assess and optimize health and welfare benefits plans, ensuring they align with public health solutions’ financial objective of minimizing annual cost increase, while meeting employee needs for cost-effective coverage with low out of pocket expenses.
• Provide data-driven insights and trend analysis to anticipate market changes and cost implications.
• Assist in the development of a multi-year benefits strategy focused on affordability, compliance, and competitiveness.
2. Plan design and compliance oversight:
• Evaluate current plan structures for efficiency, regulatory compliance, and cost-effectiveness. benchmark plan designs, contribution strategies, and employee engagement levels against industry standards.
• Ensure compliance with employee retirement income security acts and other relevant regulations.
3. Carrier negotiations and renewals:
• Conduct market analysis and plan marketing, negotiating with carriers to secure optimal rates and benefits.
• Manage stop-loss placement and analyze risk mitigation strategies.
• Provide transparency on commissions, fees, and incentive structures from insurers.
4. Employee engagement and open enrollment support:
• Develop a comprehensive communication strategy for employee benefits education.
• Facilitate open enrollment meetings, materials, and webinars.
• Enhance digital tools, including a benefits administration portal and self-service capabilities.
• Offer solutions for wellness incentives.
5. Claims and cost management:
• Provide claims experience reporting and predictive cost analysis.
• Offer solutions for cost containment, wellness incentives, and prescription drug management.
• Support employees with advocacy services for claims resolution and benefits navigation.
6. Data analytics and reporting:
• Deliver actionable insights through benchmarking, utilization analysis, and financial modeling. provide regular reporting on cost drivers, engagement trends, and opportunities for efficiency.
7. Dedicated service team and performance metrics:
• Assign a dedicated account management team with expertise in employee benefits consulting.
• Establish key performance indicators (KPIs) to evaluate broker effectiveness.
• Provide quarterly business reviews and an annual strategic planning session.
8. Technology and innovation:
• Advise on HR technology options for benefits administration, AI driven analytics, and automation, and provide solution recommendations.
9. Service model and performance standards:
• Ability to provide annual strategic planning sessions to align benefits with organizational goals, quarterly performance reviews on plan utilization, cost trends, and areas for improvement, and benchmarking reports to compare agency benefits against industry best practices.
• Agreement to service-level agreements (SLAS) ensure high-quality service, including organization support resolution timelines, regular reporting cadence, and adherence to negotiated cost-containment strategies.
10. Technology and data analytics capabilities:
• Ability to provide advanced analytics and predictive modeling for benefits cost containment, customized reports on claims data, healthcare spending trends, and employee engagement, in collaboration with agency human resources information system (HRIS) systems for reporting. demonstrated experience leveraging AI, automation, and self-service tools to enhance employee benefits engagement and administrative efficiency.
