The Vendor is required to provide real estate development consulting professionals who can provide strategic advice, technical expertise, and professional support across various stages of the development life cycle.
- Advise the city on property acquisition, disposition, developer proposal for development on city property, feasibility analysis, affordable housing rehabilitation and development, retail programs, office development, and market potential for parkland acquisition, city campus facilities, new and rehabilitated developments
- Directly manage or support the city with management of residential, office, commercial, and/or public facilities new development, rehabilitation, or tenant improvement projects
- Identify, evaluate, and structure potential public-private partnership models to maximize public benefit and financial feasibility
- Provide support during negotiations with private developers or other entities, including deal structuring, term sheet preparation, and financial modeling.
- Provide support and representation for acquisition, sale, leasing or transfer of city property, including but not limited to, purchase of city parkland and/or sale or transfer of city real estate assets
- Provide various analyses, including but not limited to land and property appraisals and creation and evaluation of real estate development proforma
- Model development potential based on campus space planning, density, use, capital costs, operating costs, and revenues
- Lead and negotiate terms of specific ground leases on behalf of the city and propose monitoring, management, and post-selection activities to ensure the feasibility of the development, ongoing operations, and minimized city risks
- Provide real estate brokerage services to identify who may be interested in leasing buildings and/or vacant land for city funded affordable housing, homelessness response programs, or alternate city uses.

- Economic and Financial Development Analysis Services
• Analyze or develop financial evaluations of development proposals including assessment of value provided by community benefits or project characteristics, factoring in project phasing
• Establish development agreement or development and disposition agreement deal terms to maximize value and opportunities for the city
• Provide support during negotiations with private developers, including deal structuring, term sheet preparation, and financial modeling
• Identify, evaluate, and structure potential public-private partnership models to maximize public benefit and financial feasibility
• Provide various analyses, including but not limited to land and property appraisals and creation and evaluation of real estate development proformas
• Provide support and representation for acquisition, sale, leasing or transfer of city property, including but not limited to, purchase of city parkland, sale or transfer of city real estate assets, or purchase of new city property.
• Develop mid to long-term strategies for sites, including prioritization of sites and development options, and provide recommendations for longer-term development strategies
• Develop strategies and implement techniques to stimulate and promote economic development activity
• Consider funding timing and alternatives with city, state, regional, special districts, transit districts, and local financial and other resources
• Evaluate opportunities to maximize publicly owned land, including consolidation and swapping
• Conduct financial techniques and procedures relating to real estate and business development, industrial development, and land financing
- Project management services
• Oversee and expedite all aspects of the development of city land, rehabilitation of city facilities and special projects on private property
• Provide support or leadership in managing residential, office, commercial, and/or public facilities development and reuse/rehabilitation projects
• Support the city with development of a master plan and adhere to aggressive schedules while achieving critical milestones and phases
• Provide complimentary services and analysis regarding space planning including outreach to user groups, urban design, interior design, or graphic design to implement project strategy and delivery, or access to appropriate subcontractors to conduct these activities
• Manage and administer relevant agreements
• Coordinate projects with other city departments.
• Receive public communication on the project, retain communication within the project file, and elevate public concerns to the city manager’s office point of contact
• Hold community outreach meetings, as deemed necessary
• Prepare staff reports
• Prepare presentation materials and other deliverables for the city’s use and, if requested by the city, conduct project presentations at public meetings and public hearings
- Community engagement strategic planning services
• Develop and implement a community engagement plan through which the city can receive feedback on development scenarios or approaches
• Conduct community meetings, focus groups, and stakeholder meetings to share information and receive feedback on development or rehabilitation proposals
• Coordinate regular meetings with the city, third-party consultants, developers, design consultants and other internal or external stakeholders as needed to further refine the project goals, budget, timeline, design of the project, and entitlements.
