The Vendor is required to provide for the provision of both brokering and consulting services for its health care and benefit insurance packages.
- The County employs over 1,300 individuals, union and non-union, that enjoy a wide variety of competitive fringe benefits including: medical coverage, dental, vision, and prescription drug coverage.
- Analyze current plan use by employees and recommend alternative benefit plan designs and funding mechanisms that maximum the use of healthcare dollars and emerging trends in healthcare delivery for active and retired employees.
- Provide essential information that enables the County to make decisions in developing a comprehensive health insurance and wellness program that meets established objectives with respect to cost and competitiveness and that will be beneficial in attracting and retaining employees but reduce postemployment health insurance liability for retirees.
- Assist the County in developing and implementing a comprehensive wellness program utilizing existing and emerging technologies, social media platforms, and wearable technology that will foster changes in employee behavior.
- Market existing plans to multiple markets and analyze insurance provider proposals, negotiating terms to guarantee the best cost benefit for the County and its employees. Evaluate the physician networks against current provider usage data. Provide a written assessment based upon the County’s selection criteria and timeframe.
- Provide detailed data analytics for aggregate medical claims as well as wellness data to predict future spending and model plans.
- Track and report progress of plan utilization and experience on a monthly basis, coordinating with benefit providers to obtain relevant performance data. Provide analysis of benefit plan cost and performance.

- Provide annual benchmarks of current benefits and employee contributions by industry and geographic region.
- Make an annual report on health plan performance and data driven recommendations to pursue changes and maximize savings.
