The Vendor is required to provide comprehensive real estate services, including property acquisition, leasing, market analysis, easement and property rights acquisition, and related consulting services to all divisions, including, but not limited to, divisions under the county district and community redevelopment agency, in support of the county’s operational and capital needs.
- Property Research and Market Analysis
• Conduct local market analyses and recommendations specific to County.
• Identify both listed and off-market properties for lease or acquisition.
• Evaluate site suitability based on available information (zoning, access, environmental factors, flood risk, development feasibility, and parking).
• Advice on pricing, acquisition timing, and market trends.
- Acquisition Services
• Identify and recommend properties for County ownership to support facilities, operations, or public infrastructure.
• Arrange and conduct site tours of candidate properties.
• Coordinate due diligence activities (e.g., appraisals, surveys, environmental assessments).
• Prepare and negotiate purchase offers and contracts.
• Provide transaction support and coordination through closing.
- Leasing Services
• Identify and secure lease opportunities for office, warehouse, emergency response, or temporary space.
• Negotiate favorable lease terms, renewals, expansions, relocations, and terminations.
• Provide lease comparison analyses and occupancy planning recommendations.
- Easements, Licenses, and Property Rights
• Identify and assist with the acquisition of temporary and permanent easements and/or fee simple interests for:
• Utilities (water, sewer)
• Stormwater infrastructure
• Right-of-way (ROW) improvements
• Environmental and coastal initiatives (e.g., beach renourishment)
• Construction staging or maintenance access
o Facilitate and coordinate the acquisition of rights-of-entry, licenses, legal descriptions, and related instruments.
- General Advisory and Transaction Support
• Advise on offers, negotiations, and market conditions.
• Conduct broker’s price opinions and comparable sales/rent analyses.
• Providing property information and support to County staff for appraisals, deeds, ROW maps, and title insurance, as needed.
• Attend and participate in meetings, site visits, public hearings, or closings, when requested.
• Maintain timely and regular communication with the Division team.
