- This Outcome-Based Independent Verification & Validation (IV&V) engagement is designed to increase confidence that projects will achieve measurable business outcomes.
- The approach is independent and non-directive, providing objective assessments, early warning signals, and course-correction recommendations—without assuming day-to-day project management responsibility.
- Outcome- Based IV&V is structured as an ongoing project assurance service with recurring health assessments, milestone reviews, artifact review, stakeholder engagement, executive reporting, and targeted work-product review.
- The Outcome-Based methodology will ensure that project scopes, schedules, and budgets align to the State’s business need with emphasis on timeliness, quality, actionable findings, and dashboard integrity.
- Multiple concurrent IT projects of varying complexity, including but not limited to enterprise resource planning (ERP) systems, custom software applications, cloud migrations, cybersecurity implementations, data management systems, and citizen-facing digital services.
- The Outcome-Based IV&V Contractor shall operate independently from project development teams and shall report findings directly to Agency executive leadership and designated project oversight personnel.
