The vendor is required to provide that temporary employment services for various school-based positions.
- Services are provided on an on-call, as needed basis. considering circumstances may change at any time, county schools’ desires to have a ready pool of qualified firms from which to obtain needed support services.
- The contractor, any of its employees, or others providing services to county schools through the contractor shall have any claims against county schools for any benefits, including but not limited to, sick leave, vacation pay, salary, retirement benefits, unemployment benefits or social security
- The successful offeror(s) shall provide county notification 24 hours in advance for any cancellation of approved scheduled services.
- Availability:
• The successful offeror(s) must be available during regular school hours on an on-call, as needed basis. the successful offeror’s employees are required to provide support services, between, but not necessarily limited to, the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday. hours may vary to accommodate school meetings, parent meetings, and/or after school sponsored activities/events.
• If a successful offeror’s employee provides any services outside the normal scheduled school day, time must be pre-approved by the hiring county schools’ manager.
- licensing:
• the successful offeror(s) shall ensure all personnel have valid licensure in their assigned service position. all licenses and/or certifications shall be kept current through the entire assignment term.
• All documentation of licenses/certifications shall be provided to the hiring county for approval prior to the interview of the successful offeror’s candidate and confirmation of assignment to provide temporary employment services.
• County reserves the right to interview and determine the ability of the successful offeror’s candidate prior to the confirmation of any assignment.
- Personnel
• The successful offeror(s) shall ensure all personnel are fingerprinted, obtain a successful background check with no history of child abuse and neglect, and screened for tuberculosis
• County reverses the right to obtain any requested documentation and findings.
• Any confirmed assignment shall be required to perform fingerprinting and a background check with county prior to commencement of services.
• The successful offeror shall not permit any temporary employee to be on the property of county if the contractor’s employee is under investigation for any wrongdoing and/or pending background check conducted by county.
- Reassignment
• County may recommend removal of any temporary assignment for unsatisfactory work performance.
• The successful offeror shall immediately remove the assignment and provide the hiring manager with a recommended candidate for consideration within five (5) calendar days from the date of removal of the assignment
- Services
• Conduct assessments, such as functional vision assessments (FVA), learning media assessments (LMA), orientation and mobility assessments, and other evaluations as appropriate;
• Conduct or participate in assistive technology evaluations as appropriate;
• Refer students for evaluations, testing, and additional services as appropriate;
• Prepare reports, present findings and interpret evaluation and assessment results for each student as appropriate;
• Participate in eligibility, individualized educational program (IEP), 504 plan, staffing, department and/or other meetings as appropriate or necessary;
• Provide direct instruction and/or consultation in visual efficiency, tactile symbols, braille, assistive technology, auditory skills, social skills, use of near and low vision devices, and other areas of the expanded core curriculum (ECC), as appropriate;
• Modify the environment to accommodate student specific needs;
• Model appropriate instructional techniques;
• Provide, create, and acquire adapted materials as appropriate;
• Maintain and update student files, ensuring that student assessments and evaluations are up-to-date as appropriate or necessary;
• Provide training and consultation to the educational team in school and to professionals in applicable community settings as appropriate or necessary determine appropriate accommodations and modifications and recommend adapted strategies for access to the general curriculum and participation in the school community
• Refer eligible students to the other resources after securing a signed parental release to share information;
• Maintain records and documentation as required by county;
• Provide DBVI with copies of recent eye examination reports or updated contact information, complete and submit end-of-year reports annually for applicable students;
• Maintain inventory of materials and equipment on loan from other organizations;
• The health insurance portability and accountability act (HIPAA) and family education rights and privacy act (FERPA) standards and regulations are followed;
• Demonstrate knowledge and use of instructional strategies that are effective with students as appropriate;
• Ability to support a total communication environment with each student, using oral methods, signed supported english, american sign language (asl), etc. as required;
• Demonstrate knowledge of hearing aids, cochlear implants, amplification equipment etc. and the interpretation of audiograms as appropriate;
• Provide training for teachers and other support personnel as appropriate, including suggestions for environmental modifications, preferential seating communication, understanding the impact of hearing loss, and use of a hearing aide, sign language interpreter, or frequency modulation (FM) system, etc. when applicable;
• Communicate/consult with staff, including general education and special education teachers, related services personnel, parents, administrators, etc. as required;
• Collaborate with other faculty in planning and delivering instruction to meet student’s needs;
• maintain order within the classroom setting in accordance with county guidelines regarding student behavior management; and
• Participate in program development for students with special needs as appropriate;
- Provide contracted services for county students as outlined and agreed to in the student’s individualized educational program (IEP); services may include, but not be limited to, the following:
• Screening in the area of discipline as required by county
• Evaluations to determine student need for services and accommodations;
• Implementation of services for students as outlined in the IEP;
• Participation in child study, eligibility, and IEP meetings as required by county
• Collaboration with staff on the development of the student’s IEP and ongoing educational programming as appropriate;
• Utilization of county format for documentation;
• The school division with copies of student IEP goal data collected each session.
• Data shall be provided to the designated school personnel within five (5) days of service;
• Provide data driven documentation of student progress toward mastery of IEP goals on the schedule outlined in the student’s IEP;
• Provide a current schedule to the county hiring manager for related services on a monthly basis;
• Schedule student services in an efficient manner to minimize excess travel between locations;
• Establish and maintain communication with the student’s educational team on an ongoing basis;
• Maintain data collection, work samples, attendance logs, test protocols and other student specific documentation at the student’s identified county public school of attendance;
• Facilitate all communications regarding students through an established county email address;
• Copy county special education school designee on all email communications regarding the student;
• Maintain confidentiality of all student records including data collected and other information necessary in the provision of the contracted services; and
• The health insurance portability and accountability act (HIPAA) and family education rights and privacy act (FERPA) standards and regulations are followed.
