The vendor is required to provide temporary employment services for nursing school-based positions.
- These services are provided on an on-call, as-needed basis.
- The successful offeror shall act as an independent contractor and not as an agent of county schools
- The contractor, any of its employees, or others providing services to county schools through the contractor shall have any claims against county schools for any benefits, including but not limited to sick leave, vacation pay, salary, retirement benefits, unemployment benefits or social security.
- The successful offeror shall provide county schools notification 24 hours in advance for cancellation of approved scheduled services.
- There shall be a primary and backup employee for each assignment. the backup employee shall fill in for the primary employee at any given time.
- The successful offeror shall maintain confidentiality of all student records, including data collected and other information necessary in the provision of the contracted services.
- The successful offeror shall ensure the health insurance portability and accountability act (HIPAA) and family education rights and privacy act (FERPA) standards and regulations are followed.
- Potential offerors shall provide the following, but not limited to, services:

• Recognize respiratory distress and immediately initiate resuscitative measures, such as suctioning, CPR, and reinsertion of tracheotomy tube;
• Obtain physician’s orders for the student’s care at school;
• Administer care to the student according to physician’s orders and document such care;
• Ascertain that all required equipment is clean, in good working order, and with the student at school;
• Ensure that sterile items are in intact bags and within the expiration date;
• Maintain and check oxygen cylinder daily if used or stored in the school;
• Avoid disruptions to instructional time or teachers;
• Knowledgeable and experienced with the following procedures:
i. Tracheotomy care;
ii. Gastrostomy care and feeding including feeding pumps;
iii. Reinsertion of gastrostomy tube;
iv. Nasogastric tube care and feeding including pumps;
v. Reinsertion of gastrostomy tube;
vi. Catheterization;
vii. Proper use of a bag-value mask;
viii. Suctioning; and,
ix. Care of a ventilator-dependent student.
- Responsibilities of the potential offeror’s nurse shall include the following, but not limited to:
• Contact the student’s family and guardian to arrange an initial visit with them;
• Participate in the school visit with parent(s) or legal guardian, school nurse, and teacher:
i. Discuss with the school nurse and teacher how to integrate the student’s care;
ii. Schedule with the class schedule;
iii. Review roles and responsibilities
iv. Determine where equipment is to be stored and kept;
v. Determine where and when the student’s health care procedures will take place; and,
vi. Ensure parent or legal guardian contact information is available
• Follow county schools’ school health care protocols, fire drills, crisis and EMS activation protocols, and possible communicable disease protocols and preventions;
• Remain with the student at all times, to include the lunch period:
i. Call EMS 911 for emergencies or as directed by a health care provider and,
ii. The student is to return to home if they develop a fever, vomiting, diarrhea or a rash; complete stay home guidelines are on the county website
• Ensure emergency equipment accompanies the student throughout the school and during and school-related travel; the nurse is also responsible for ensuring that student provided equipment is working appropriately during the school day;
• Adjust the health care schedule to fit with the classroom schedule as much as possible;
• Determine if the student’s current health status allows participation in school activities. provide ongoing communication to teacher, school nurse, and family regarding health status, progress, and changes:
i. Written physician permission is required for school-related, school provided travel from school.
• Only care for the assigned student. school staff does not have permission to request the assigned nurse to assume any care for other students;
• Respect the instructional environment. be aware of socializing; refrain from cell phone use, except for activating EMS.
• Cell phone usage (including pictures) is strictly forbidden in the classroom;
• Maintain student confidentiality and health insurance portability and accountability act (HIPAA) and family education rights and privacy act (FERPA) guidelines;
• Report any health status changes, new physicians or diagnoses, and new health plan orders to parents or Legal guardian, school nurse, and potential offeror prior to changes in care at school;
• Inform the potential offeror of any concerns about working conditions;
• Sign in and sign out of school daily according to established school procedures; and
• The nurse shall accompany the student on the school bus for transport to and from school where services will be provided. accordingly, the nurse’s hours for payment under this agreement will be up to a maximum of 8.5 billable hours to allow for transport to and from school.
• The school day hours will be defined by the county calendar.
- Availability
• The successful offeror(s) must be available during regular school hours on an on-call, as needed basis.
• The successful offeror’s employees are required to provide support services, between, but not necessarily limited to, the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday.
• Hours may vary to accommodate school meetings, parent meetings, and after school sponsored activities and events.
• If a successful offeror’s employee provides any services outside the normal scheduled school day, time must be pre-approved by the hiring county manager.
- Licensing
• The successful offeror(s) shall ensure all personnel have valid licensure in their assigned service position.
• All licenses and certifications shall be kept current through the entire assignment term.
• The successful offeror shall ensure all personnel have valid licensure.
• All potential offeror’s candidates shall maintain one of the following licenses: registered nurse (RN), licensed practical nurse (LPN), and certified nursing assistant (CNA).
- Personnel:
• The successful offeror(s) shall ensure all personnel are fingerprinted, obtain a successful background check with no history of child abuse and neglect, and screened for tuberculosis (tb test).
• County reverses the right to obtain any requested documentation and findings.
• In addition, any confirmed assignment shall be required to perform fingerprinting and a background check with county prior to commencement of services.
• The successful offeror shall not permit any temporary employee to be on the property of COUNTY if the contractor’s employee is under investigation for any wrongdoing and pending background check conducted by county.
- Reassignment
• County may recommend removal of any temporary assignment for unsatisfactory work performance.
• The successful offeror shall immediately remove the assignment and provide the hiring manager with a recommended candidate for consideration within five (5) calendar days from the date of removal of the assignment.
- Successful offeror(s) shall provide temporary support services to county students as outlined in county job description for the hiring position and student’s individualized educational program (IEP).
- County will provide the successful offeror(s) with the job description for any open position(s).
- an assignment may be required to hold specific licensure and certification based on the hiring position. service requirements for an assignment may vary from hiring position to hiring position.
