The Vendor is required to provide the district with substitute teachers and various other temporary staffing needs.
- Staffing categories may include, but are not limited to, substitute teachers for grades Pre-K through 12, instructional assistants, paraprofessionals, secretaries, health room assistants, custodians, and other roles as required. Staffing needs may be scheduled in advance or arise on short notice.
- Employees/positions requiring substitutes:
• Classroom Teachers: 736
• Teacher Assistants/Other Classroom Staff: 289
- Needs for the following services:
• Recruiting and training all candidates.
• Acting as the employer of record, responsible for all aspects of employment, including payroll, tax withholdings, unemployment compensation, affordable care act compliance, and workers' compensation.
• Developing a recruitment strategy specific to the district.
• Screening candidates to ensure compliance with state laws, department of education regulations, district policies, and required background checks.
• Providing training in areas including but not limited to: bloodborne pathogens, attendance policies, title ix and sexual harassment, discipline, mandatory reporting of student neglect or abuse; school safety and supervision, anti-bullying initiatives, district-specific procedures (classroom management systems such as lesson planning, grading, etc.); any and all other training related to the candidate’s duties as a substitute teacher.
• Utilizing a scheduling and tracking system such as absence management by frontline technologies for scheduling and tracking of call outs and teacher fill rate with the ability to interface with the district’s financial system.
• Ensuring a minimum fill rate of 85%, as determined by the 2025–2026 school year.
• Ongoing recruitment to maintain an adequate pool of substitutes to meet daily demand.
• Providing dispatch services (both live and automated) from 5:00 a.m. To 10:00 p.m. (ET).
• The contractor shall provide one full-time, on-site staffing liaison, to be located at a district-provided workspace.
• This liaison will report to the director of personnel or designee for communication and coordination purposes only and shall remain an employee of the contractor.
