The vendor is required to provide resident training program staffing services to equip residents with professional skills and workplace readiness through structured employment and development opportunities.
- Staffing and payroll services
• Administer all payroll functions, including:
o Timekeeping and attendance tracking
o Wage payments and tax withholdings - process weekly payroll, including withholding taxes, issuing w-2s, and ensuring compliance with applicable labor laws.
o Benefits administration (if applicable)
o Workers’ compensation and unemployment insurance
• Ensure compliance with all applicable labor laws and regulations.
- Human resource management
• Coaching and counseling: working in partnership with the housing authority, address performance issues, provide feedback, and support personal development.
• Performance management: have ongoing communication with the housing authority regarding the trainee’s performance and work in partnership to address issues that arise.
• Attendance management: track and manage attendance, including tardiness and absenteeism.
• Conflict resolution: work in partnership with the housing authority to mediate workplace disputes and maintain a positive work environment.
• Support a fair and consistent disciplinary process, including documentation and corrective action plans.
• Policy enforcement: in partnership with the housing authority, have policies in place to address staff related issues such as frequent absenteeism and tardiness, unprofessionalism, violence in the workplace, performance related issues etc.
• Ensure adherence to workplace rules and housing authority policies.
• Recruitment: lead agency recruiting housing authority residents (public housing) and participants (HCV) to join the trainee programs.
• Market the program, do initial screening followed by joint interviews with the housing authority.
• Housing authority also does due diligence to ensure that the client is suitable for the program and not in violation of agency policies.
- Professional skills development
• Resume writing: assist participants in creating professional resumes tailored to their career goals.
• Interviewing skills: conduct mock interviews and provide feedback to improve confidence and performance.
• Job readiness workshops: cover topics such as time management, teamwork, and workplace etiquette.
• Career coaching: guidance on job searching, workplace expectations, and long-term employment planning.
• Professional training: provide professional workplace related training addressing topics such as emotional intelligence, bullying in the workplace, cultural relevance, time management, conflict resolution, etc.
- Reporting and communication
• Provide regular updates and reports to the housing authority on:
o Participant progress and performance
o Training completion
o HR incidents and resolutions
• Maintain open communication with housing authority staff to ensure alignment with program goals.
