The Vendor is required to provide professional accounting and financial staffing support services to the port division.
- The range of services may include, but are not limited to, disciplines such as accounting, financial analysis, billing, auditing, compliance and related administrative support, depending on the specific needs of the division.
- Services will be utilized to bridge temporary staffing shortages caused by vacancies, absences, or workload fluctuations, and to deliver specialized expertise necessary to support complex projects or other critical financial functions.
- Senior Accountant
• Performing complex professional accounting work in the preparation and maintenance of financial records and reports; planning, assigning, supervising and reviewing the work of one or more professional and support personnel; conducting research and performing analyses on financial and accounting issues related to government regulations and legislation to ensure best practices and compliance with federal, state and local laws, rules and regulations; assisting to establish internal controls, procedures, and monitoring mechanisms to protect city assets; assisting with audits conducted by internal and external auditors and other government audit agencies; performing other duties as assigned.
- Staff Accountant
• Preparing and completing journal vouchers, reconciliations, consolidations, accounts/variance analysis necessary for the completion of the financial statements and grant requirements related to port activities, and various day-to-day activities upon request.
- Accounting / Billing Clerk
• Contacting companies for information; performing data entry; verifying invoices and issuing payments; preparing and filing bills, vouchers, invoices, requisitions and purchase orders; computing charges, interest, taxes, and discounts; performing various accounting duties as assigned by management.
- Administrative / Risk Analyst
• Assisting division management with a wide variety of administrative and procurement responsibilities; independently developing and implementing analytical studies and producing, compiling, and interpreting statistical data; developing financial conclusions and making recommendations; interpreting and creating complex written information; preparing detailed and comprehensive written reports; assisting division management in the preparation and control of the annual budget, and the selection, training, and evaluation of employees; developing and implementing procedures for improving organizational effectiveness; building measures for evaluating departmental accomplishments; generating proposals and forecasts; making oral presentations; assisting in the marketing of services; supporting the development and administration of procurement, contracts and/or grants; performing other related duties as required.
- Accounting Manager
• Preparing or reviewing financial statements either as a second level review or as initiator; reconciling financial schedules; preparing or reviewing the management discussion and analysis section of the financial statements; preparing or reviewing footnotes to the financial statements; conducting risk assessments of assigned departments or functional areas; establishing risk-based audit programs; determining scope of financial review under the guidance of the division management; reviewing the suitability of internal control design; conducting audit testing of specified areas and identifying reportable issues; determining compliance with policies and procedures; recommending and scheduling financial and compliance audits; reviewing and suggesting changes to internal controls and audit procedures; performing operational analysis and statistical sampling; performing various accounting duties as assigned by management.
- Financial Analyst
• Collecting data, researching and preparing analysis on budget performance and projects; monitoring department budgets by reviewing data in financial systems; investigating and correcting errors; communicating and supporting analytical findings; identifying and recommending process improvement; reviewing, recording, and processing documents to ensure compliance with the port’s procurement policies and procedures; researching and contributing to the development of new contract compliance procedures and policies based on industry best practices and assists with the effective implementation of policies; providing consultation and guidance to other divisions on questions regarding the contracting procedures and overall internal controls; performing contract compliance audits and drafts final audit reports; performing post-mortem analysis of contracts prior to contract closeout/final payment; maintaining and coordinating the implementation and updates to the contracting procedures manual; coordinating the completion of contractor performance evaluations for active construction projects; preparing complex financial analyses, comprehensive reports, presentations and special projects; performing ad-hoc assignments when needed.
- All work shall be performed on-site to ensure effective integration with the Division’s operations and to facilitate collaboration with internal staff.
- Work shall be performed between the regular business hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, with assigned personnel expected to work a standard eight (8) hour shift per day.
