The Vendor is required to provide substitute-staffing services for teachers, including Special Education teachers, and paraprofessionals to fill absences as a result of short or long-term request for emergency and/or planned leaves.
- The annual current fill rate for substitute teachers averages approximately 65%. Substitute need is based on the annual school calendar approved by the school district.
- District currently utilizes an average of 30 substitute teachers (including SPED) and 20 substitute paraprofessionals on a daily basis.
- Provide the service of recruiting, managing, and employing daily substitute teachers, including Special Education teachers, and substitute paraprofessional staff.
- The number of substitutes needed and their working location(s) will vary on a day-to-day basis depending upon staff attendance. Each day’s needs for substitutes are typically determined in the morning before the start of school, so the Contractor will need to provide substitute staffing with limited advance notice.
- School-HR Director maintains the right to request specific substitutes from the Proposer for the long-term substitute position(s).
- Provide Full-Service Substitute Staffing Services. “Full-Service” is defined here meaning Proposer will staff and manage all substitute assignments for designated employee types.
- Comply with all applicable Federal and State laws, rules and regulations, including, but not limited to, wages and hours of employment requirements.
- Each substitute employee must be in possession of any and all valid licenses and certifications required by State law pertaining to public school employment and must be qualified as stipulated in the specifications.
- Proposer staff will comply with all rules, regulations and policies of the District and will perform their tasks in accordance with the District policy.
- Employees of the Proposer must be thoroughly trained and qualified, and capable of performing the work assigned to them. Employees must be able to effectively communicate with the staff and students in the English language.
- Technology and Absence Management System
• Receiving and filling substitute requests generated through Frontline;
• Managing substitute assignments, cancellations, and modifications within the system;
• Providing district access to relevant Frontline reports and dashboards;
• Supporting district staff with system-related troubleshooting and coordination as needed.
