The Vendor is required to provide research and analysis to provide consulting services to perform a comprehensive staffing study of clerk operations.
- Conduct a comprehensive staffing study to include:
• Analyzing and reviewing current court clerk staffing.
• Identifying contextual factors to be considered in the study.
• Gathering information to define the work performed by clerks’ offices.
• Understanding differences between circuits and districts, as well as between each court.
• Determining case types, volume of work, and length of time required for data collection.
• Surveys, site visits, interviews (in-person and/or remote), and phone interviews with clerks’ offices throughout the state.
- This methodology is considered to be the most objective and reliable means by which to estimate staffing need, using data collected on the actual amount of time and level of effort required to complete court clerk responsibilities.
- Analyze data and develop initial case weights.
- Develop a model to assist in estimating court clerk staffing needs.
• Based on the findings of the time study, survey, and other predicate analyses, the model shall be considerate of differences in jurisdictional size, organizational structures, and workload attributes.
• Carry out the required qualitative refinements to the model, in coordination with agency personnel.
• Communicate recommendations for estimating/projecting future court clerk staffing needs and maintaining the model considering potential future changes in workload complexity.
- A comprehensive report detailing the time study and any other studies necessary to create a weighted workload time study and standards, including a description of methods, detailed findings, and recommendations.
