The vendor is required to provide this statewide emergency response services and solution such as, but not limited to:
• Mobile logistical support – materials, equipment, personnel, and transportation to support emergency preparedness or response operations.
• Call center support – materials, equipment, personnel, and services to establish and perform call center services in response to an emergency.
• Emergency search & rescue support – materials, equipment, personnel, and transportation to support emergency search and rescue operations.
• Emergency and disaster response operations personnel (support staff, emergency facility staff, and operational coordination staff)
• Disaster recovery services – services required to respond to and mitigate the effects of an incident such as a hurricane, tornado, snowstorm, or flood; examples include, snow removal, and arboreal services.
• related technology and services – technology and services related to the solutions described in above including, but not limited to, hardware, software, training, installation, maintenance, credentialing, certification and warranty programs.
• emergency medical vehicle services examples include paramedicine is integrated with fire services, supplemental ground transport services, flight transport services, hospital support, remote clinical setting
• Aviation deployment – materials, equipment, personnel, and transportation to support response operations
• Mobile morgue services – materials, equipment, personnel, and transportation to support response operations. examples include body bags, guardian quick-deploy cooler, merc systems, mobile morgue trailers and containers, cold storage containers, quick-deploy morgue racks, mobile morgue services

oMobile disaster recovery center staff and wrap around services
oMobile kitchen facilities
oDistribution of mass care supplies
- Service Requirement:
• Emergency response actions: any response in which contractor shall respond within 15 minutes of verbal notification for service from the using agency; an emergency response shall be executed less than 24 hours after notification
• The contractor shall take any response action, under the direction of the using agency, consistent with the terms and conditions of the contract and in accordance with the directions of the task order; task orders may be issued verbally and via email, but will be formalized in writing within a reasonable amount of time; the contractor shall provide personnel, labor, equipment and materials necessary to perform the requirements of the contract, which shall include the relevant areas of this scope of work, the approved method of approach and task order.
• when requested, the contractor shall provide a written not to exceed assessment of the cost and a method of approach for each project based upon the not to exceed prices stated in this contract; the contractor shall be required to complete all work outlined by the method of approach in accordance with the not to exceed cost.
• The using agency shall not be unreasonable in allowing cost revisions in the event of unforeseen circumstances. if the agency determines that a revision to the original method of approach (assigned tasks and/or cost) are necessary, written documentation detailing the task and schedule revisions, the reasons for such revisions and cost adjustment will be considered by the using agency.
• The contractor shall agree and understand that the agency shall have full and final authority for, but not limited to the following:
• Determination of completion of each project;
• Review of daily cost figures;
• Approval of sampling analyses plans containing field sampling plans and quality assurance project plans;
oreview of test methods;
oapproval of cleanup procedures;
odisapproval of the use of certain equipment, personnel, materials, services and/or procedures;
ohours of work and/or days of work;
oestablishment of proper safety protocol;
ostopping work for safety, environmentally unsafe activities or procedures;
oapproval of decontamination procedures;
oapproval of disposal sites and treatment technologies for waste generated from cleanups;
othe contractor shall agree that the completion of a project shall be based upon removal and disposal of all hazardous substances and/or pollutants, as well as final site restoration as determined by the agency
othe completion of a project shall be at the convenience of the using agency, as determined by the agency
- Personal Protective Equipment - devices, garments, or coverings worn or used to protect an individual from hazardous substances or environments. Examples include respiratory equipment such as N95s and Self-Contained Breathing Apparatus (SCBA); nitrile and cryogenic gloves; protective clothing such as firefighting gear, safety shoes, isolation gowns and coveralls; ear, eye, and face protection; head and hand protection; personal fall protection gear.
- Medical Supplies – articles, instruments, apparatuses, and machines used in the prevention, diagnosis or treatment of illness, injury, or disease, or for measuring, detecting, restoring, correcting, or modifying the body for medical purposes. Durable medical equipment is a subset of medical supplies. Examples of medical supplies include trauma kits, tourniquets, first-aid kits, Automatic External Defibrillators (AEDs).
- Environmental Monitoring – devices or systems used to detect and/or monitor
- Explosive Device Mitigation and Remediation Equipment – Equipment used for the mitigation and remediation of explosive devices in a Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRNE) environment.
- Detection and Monitoring Equipment – devices or systems used to detect and/or monitor the presence of substance, object or phenomenon including chemical, biological, radiological/nuclear, and explosive agents
- Customer Support/Service Requirements – Contractor shall respond to State of Arizona’s requirements for products & services, as well as a national demand for services with their comprehensive contract offering supported by executive management, national program management, field and internal sales personnel, customer service personnel, financial services personnel, contract support personnel, technical and technical support personnel, and others.
