- The district is looking for the following avenues to streamline fulfilling substitute needs:
• Digital platform
o A website and mobile app where districts primary users can post open assignments
o A website and mobile app where the substitutes provide by the vendor can view and accept assignments.
o Tools for posting open assignments and allow substitutes to easily pick them up.
o Reporting capabilities that allow the district to monitor fill rates and vendor performance.
• Invoice management
o Online system for managing and tracking invoices with accuracy and efficiency, reducing the risk of errors.
• Quality assurance features
o Features to rate substitutes and submit complaints to ensure accountability and maintain service quality.
• Substitute profiles
o Access to substitutes’ profiles, including education details, degree qualifications, and ivp card information.
• Substitute availability
o Robust pool of substitutes available and willing to work in both urban and rural areas of the district.
o On average district requires up to ten (10) substitutes provided by the vendor per day; the request may reach up to twenty-five (25) per day.
o Achievement of an 80% vendor fill rate within the first quarter of the contract term.
