The vendor is required to provide for inmate management phone system that include:
- Provide access to and use of the latest available technologies and the ability to integrate with or be upgraded to future technologies.
- Provide more comprehensive features, scalability as the inmate population fluctuates, and increased stability, resulting in less downtime.
- This system would meet or exceed current business requirements and offers ongoing support, enhancement, features, and functionality, including the essential requirements below.
• Reliably authenticate inmates using advanced biometric authentication methods (validation that the person on the call matches the profile on record by voice, fingerprint, iris scanner, or RFID wristbands).
• Reduce outages and downtime of the persons in custody communication system (PICCS)
• Perform advanced investigation on the calls made by inmates
• Better control inmate call monitoring, recording, and restrictions
• Provide flexible and easy adjustments to configuration/business rule changes
• Create alerts and other operational reports
- System that:
• Allows pics to communicate effectively via phone calls and messaging
• Provides access to free and premium tablet content
• Utilizes robust, user-friendly devices that meet security and operational standards in a carceral setting.
• It ensures the lowest total cost of operations by reducing costs associated with maintenance, upgrades, and usage, making the system economically feasible over its lifetime.
• Ensures high availability and uptime; high availability refers to the system's ability to function continuously (99.99% during operational hours sought) without interruptions or downtime; for a PICCS, this means ensuring the system is consistently operational, minimizing outages that could affect communications, and ensuring staffing for replacing defective tablets.
• Provide high-quality investigative tools to department.
- This involves equipping the department with advanced tools to monitor communications, investigate incidents, and ensure security; such tools include data analysis software, calls and messages monitoring, and other surveillance technologies.
• To provide a highly configurable system to meet agency needs.
- This refers to creating a communication system that can be tailored to the specific requirements of different department facilities and meet evolving operational needs; flexibility in software and hardware settings allows for customization according to specific security protocols, inmate needs, and administrative controls, as may be promulgated by oversight agencies occasionally or by commissioner directive.
