- The platform should empower the County to consistently deliver top-tier open data to the public while fostering engagement with external and internal users in discovering and using open data.
- Advanced commercial- off-the-shelf (COTS) open data platform, offered as a Software-as-a-Service (SaaS) solution, designed to streamline the processes of publishing, managing, and distributing data.
- Open data platform:
• Open Data Portal: This platform supports both internal and external interfaces, facilitating the streamlined sharing and management of data. It provides a secure, user-friendly portal interface that enhances data accessibility and management.
• Open Checkbook: This component supports the publication of financial data from Sherpa, the County's budget system, and includes data visualizations from budget information to actual expenditures by program. The goal is to facilitate a better understanding of where and how County funds are being allocated. Some of the most accessed datasets by the public include checks made to payees totaling $5,000 or more, as well as summarized payroll expenditures.
• Open Performance: This component provides internal and public dashboards for performance management. Its focus is on departmental performance reporting, which highlights the department's mission statement and enhances the performance narrative with seamlessly integrated data visualizations and detailed explanations.
• Developer Resources: This resource page provides a user-friendly interface where developers can explore, test, and understand the capabilities of our current open data platform. It also offers comprehensive documentation and examples to assist in the development process, making it easier for developers to explore full potential of open data for innovative solutions.

1. Proposal must include a migration plan detailing how existing users, dashboards, datasets, charts, and data stories will be migrated. We currently have around 500 datasets and around 1000 dashboards that will need to be migrated.
2.A detailed onboarding plan that includes a timeline and Gantt-chart style project plan with durations for each task/phase of the migration and onboarding effort.

- Cross-platform compatibility and responsive design for access on various devices like PCs, tablets, and smartphones.
- Full functionality across all major web browsers (e.g., Chrome, Firefox, Safari, and Edge).
- Full compliance with WCAG 2.1 AA guidelines and the Americans with Disabilities Act (ADA) for all internal and public-facing portals; this includes but is not limited to, making all visualization features fully accessible and adjustable to accommodate users with disabilities.
