The vendor is required to provide a comprehensive learning management system (LMS) to support the training and development needs of over 6,000 employees of the government.
- LMS will include:
• Deliver a user-friendly platform for online and blended learning.
• Track and report on employee training and development.
• Ensure compliance with mandatory training requirements.
• Support a wide range of learning content, including courses, videos, and assessments.
• Integrate with the state government’s enterprise resource planning (ERP) system.
- Requirements:
• User interface, usability, and accessible design
1. The user interface must be intuitive and user-friendly so that anyone can easily use it.
2. The system must be able to meet different user needs and learning preferences.
3. The navigational structure for the user interface must allow users to easily and quickly navigate the platform; access the course catalog; self-enroll in courses; view their current courses; take tests; submit assignments; view their course progress; view their completed, overdue, and expired courses; view their ranking on leaderboards; and complete surveys.
4. The platform must allow users to change the language of the interface for themselves, and the language options for the base functions of the platform must include Spanish.
5. The LMS platform (and any included content) should be ADA WCAG 508 compliant.
• Branding and customization
1. Provide the LMS administrators with the ability to configure the branding, look, and feel of the platform at the organizational level and for different branches of the organization for both desktop and mobile devices.
• Content: The proposed system must offer a robust content library of over 15,000 courses from various leading content publishers. All the courses must be available in state English and Spanish.
1. course areas: the course library must offer a vast variety of quality professional skills content options that the agency can tailor to its needs including, but not limited to, the following:
♦ Business skills (including business writing, communication, conflict resolution, customer service, emotional intelligence, time management, etc.)

♦ Education (mostly k-12 content for education administrators, teachers, students, and parents)
♦ Healthcare
♦ Human resources administration (including recruiting, hiring, and selection)

♦ Leadership & management (including transitioning to management/new supervisor, change management, coaching, delegation, performance management, succession planning, team development, workplace culture, etc.)
♦ Microsoft 365 (including beginners, intermediate, and advanced courses in all Microsoft applications)
♦ Wellness
♦ Workplace harassment and discrimination prevention and (for employees and supervisors)
♦ Workplace safety (including active shooter response, ergonomics, emergency response, fire safety, OSHA, safe driving, workplace violence prevention, etc.)
2. Nationally recognized professional certification preparation courses: The LMS must offer several courses and learning paths that prepare or qualify users for professional certification or recertification, in various areas including human resources, information technology, management, project management, and process improvement.
3. Accredited courses: the LMS must offer a content library that includes a variety of courses with continuing education units (CEUS) or professional development units (PDUS) (other than the previously listed certification preparation courses).
• Integration capabilities
1. Able to seamlessly integrate in real-time with the agency current enterprise resource planning (ERP) system and facilitate effortless data migration to and from the ERP.
2. Able to easily integrate with additional third-party content publishers.
3. Include the following integrations: Microsoft teams VILT, Microsoft teams’ app, and Microsoft outlook calendar.
- System must allow super administrators to configure permissions by various levels of employees and allow for lower-level admin users at the agency/branch level.
• User management:
1. Create and manage users, including the ability to activate and deactivate user accounts, manage users with mass actions, and impersonate a user (to assist with troubleshooting).
2. Create and manage additional user fields.
3. Assign users to branches/agencies and subgroups/cohorts.
4. Assign learners to direct managers.
5. Allow users to submit their non-LMS trainings to the platform so that they can receive credit for that achievement in their development plan.
6. Allow for the seamless creation and management of non-employee users.
• Course creation and management:
1. Create and manage courses, including course content, training materials, and layout.
2. Create and manage additional fields for courses and sessions.
3 Assign courses to catalogs and learning plans.
4. View courses as a learner.
5. Assign learners to courses.
6. Assign and manage notifications for courses, including instructor-led courses.
7. Create and assign learning certificates to courses.
8. Seamlessly manage in-person and virtual ILT training activities, including scheduling training, managing locations, coordinating with facilitators, managing attendance, and verifying course completion.
9. Create and manage tests and assessments.
10. Create and manage observation checklists to observe and document how learners are performing relative course objectives.
• Learning plan creation and management:
1. Create learning plans.
2. Create and manage additional learning plan fields.
3. Define learning plan settings.
4. Create and assign certificates to learning plans.
5. Choose courses and activities to add to learning plans, including hybrid learning activities.

• Catalog management:
1. Create new catalogs.

• Communication, collaboration, and gamification.
• Include integrated communication and collaboration tools (announcements, whiteboard, chat, IM, discussion boards, virtual coaching, e-mail, SMS, surveys, and polling, etc.).
• Include integrated web conferencing and virtual classroom tools.
• Able to integrate seamlessly with Microsoft outlook, Microsoft teams, and zoom.
• Include integrated calendar capabilities (calendar links to assignment due dates, calendar item import and export capability, and items entered by an administrator to populate all individual calendars)
• Provide alerts and notifications at the user, course, and system level.
• Provide alerts and notifications via email and Microsoft teams.
• Include robust gamification features, including leaderboards, contests, badges, points, and awards.
• Allow administrators to activate multiple leaderboards and set specific awards for each branch and subgroup.
• Cyber security and disaster recovery
• the proposer must provide a copy of their current security policy and/or a copy of the company’s most recent system and organization controls (SOC) audit results.
• The proposer must have an up to date disaster recovery plan.
• The proposer must have a service level agreement (SLA) for support in place for the proposed system. 1. The SLA should include support hours, the procedure for customers to report issues with the system, the timeframe for response and issue resolution, and any graduated or differentiated tiers of support for the proposed system.
• Standards-based compliance
• Adhere to common standards, including WCAG, SCORM, xAPI/tin can API, AICC, and other national and international specifications and standards organizations.
• Support single sign-on and multi-factor authentication (MFA) and have authentication connectors that allow easy-to-set-up integrations with the agency identity provider/s.
• Agnostic system
1. The proposer must list all operating systems, devices, and web browsers the proposed LMS is incompatible with.
2. The proposer must be able to outline their process/timeline for testing new browser releases and certifying compatibility.
• Scalability: able to accommodate a growing number of users, courses, and data while maintaining optimal performance.
