The vendor is required to provide obtain services needed to provide a hosted, web-based flight tracking and surface area management system that utilizes real-time radar data.
- Flight Tracking System:
• The system shall have the capabilities to provide real-time radar data visual display information for the purposes of providing planning guidance to authority staff, authority-designees, which may include contracted authority personnel, local airline operations personnel and/or the airport’s agency air traffic control tower personnel for a total of up to eighteen (18) software licenses.
• The system shall utilize multiple streams of target data to include but not limited to ASDE-X and ADS-B systems.
• The system shall provide aircraft movement data that supports collaborative decision-making processes to improve the overall efficiency of airport operations by optimizing the use of resources and improving the predictability of events to assist in achieving the safest, highest and most efficient surface capacity and movement flow.
• The system shall provide planning and predictability features that can be used to improve taxiing efficiencies and the optimization of gate utilization.
• The system shall be a scalable solution that provides recording, storage, and playback of aircraft movements that supports the investigation and analysis of critical operational events.
• The system shall provide alerts and notifications of forecasted or existing congestion, delays, and diversions within the national airspace system (“NAS”) affecting operations into and out of the airport.
• The system shall have the capability to display real-time gate and remote aircraft parking position occupancy.
• The system shall interface with authority vehicle transponders and have the ability to display such information in the system.
• The system shall provide operational dashboards and reporting tools to monitor business processes that frequently change, and track performance of key metrics.
• The system shall provide the ability to track runway and taxiway utilization volumes by aircraft over a pre-determined period to aid in pavement management analysis, rubber removal scheduling, and various other operational analysis.
- System Support Services: Provide commissioning, performance testing and reliability Services to support the System to include:
• Provide for the Authority’s approval a deployment plan and schedule that includes hardware and software requirements, training timeline for various Authority staff and training timeline for Authority designees and/or other business partners as required.
• Contractor shall provide training for end users, system administrators, and support staff.
• Contractor shall provide integration with existing required resource management systems, as required.
• Final Acceptance of the System will take place upon successful completion of a four (4) week Performance and Reliability Period and determination by the Authority that the System is operational in a production environment.
• Contractor shall provide technical support to include, but not be limited to, the following:
1. 24/7/365 system support to assist users and resolve problems;
2. A method to track system outages; as well as a methodology to adjust pricing during these outages; and
3. Other technical support available, if any.
- Data Sharing: Provide detailed aircraft movement data to county to support operational analysis and data integration; data shall be delivered in files on a scheduled basis, as agreed; data shall be provided in a standardized format (e.g., csv, JSON) via secure FTP, API, or other agreed methods.
- Cybersecurity Requirements for Managed and Hosting Services:
• Cybersecurity Ownership and Liability: The Authority’s information technology systems are intended solely for the business purposes of its employees, authorized contractors, and other specifically designated users.
• Unauthorized use is prohibited; all information processed and contained in the authority computer systems is the property of the authority; violation of these guidelines is grounds for contract termination.
- Providing a hosted solution must be SSAE 18 SOC 2 complaint with unqualified opinions on all hosting facilities or Fed RAMP compliant; provide compliance audit reports annually; requirements for hosting providers are detailed below:
• Describe where and what cloud geographic availability zones will be used.
• Ensure data leaving and entering the network will pass through external firewalls and an
IPS (Intrusion Prevention System.)
• Provide network connectivity via multiple tier 1 Internet carriers.
• Describe failover and failback capability utilizing synchronization and replication from/to primary and secondary availability zones to support continuous access.
• Describe how the data is being replicated to ensure data integrity and consistency.
• Provide an identity management solution (such as Active Directory Integration, Multi-Factor Authentication, and single sign-on.)
• Provide a data protection/encryption/segregation solution.
• Ability to respond and provide immediate notification to the Authority on all security breaches, system failure, and network outages.
• Provide application/data audit logs and reports upon request.
• Provide data retrieve/removal solution when contract terminates.
