The vendor is required to provide that permitting system for a multi-year, multi-million-dollar system replacement initiative, coordinating between the primary vendor, subcontractors, and city staff.
- The project manager will be responsible for managing multiple project phases, each with distinct deliverables requiring integration into the final system, while ensuring the successful parallel operation of both legacy and replacement systems throughout the transition period.
- Working with city subject matter experts (SMES) and support staff across multiple bureaus, the project manager will develop and maintain critical project documentation including comprehensive project documentation, e.g., requirements traceability matrix.
- Assist and support department management for the lac permitting system through the software development life cycle (SDLC) and related systems (scrum/agile) used by department that will be integrated with various online systems and other technology projects. this task includes the following:
• Create, review, and finalize project schedules.
• Monitor the project schedule and all associated milestones.
• Coordinate with other members of the project team.
• Monitor and report the status of the design, development, testing, and delivery of the lac permitting system.
• Serve as primary point of contact with the system integration project manager.
- Assist in coordinating, managing, and monitoring the project activities and responsibilities of the department’s managers, business analysts, technical experts, application users, it resources, and vendor staff to ensure deliverables are completed on schedule.
- Collaborate with project vendor representatives to coordinate project activities, as well as assist with review and maintenance of the project charter, schedule, and comprehensive project management plan.
- The department team to help with the timely review and approval of all deliverables as identified in project vendor’s statement of work
- Provide status update reports on project progress as required, identify project issues, track resolutions, and plan action items for the following reporting period.
- The project team and staff on the planning, design, testing, and implementation of the project.
- Assist with the planning and management of project resource allocations and provide input to department management.
- Assist with review of documents related to project requirements, system requirements, statement of work, test plans, project standards, and other related documents
- Provide insight into project risks identified during project management activities.
- At department direction, review risk reports and implement mitigation recommendations.
- Track and analyze project performance and assist department management in the completion of goals and milestones.
- Review and make recommendations on requested change orders to ensure project activities remain within the established scope of work and project schedule.
- Track and implement project changes in accordance with the approved change management process.
- The analysis, planning, and execution of project tasks; such tasks may involve requirements gathering, documentation, data analysis, and additional design.
- Lead and guide teams through requirements review, data review, and design sessions that support the lac permitting system implementation.
- Oversee and assist in the management of the user acceptance testing process.
- The vendor, test lead, and other city staff to resolve any issues.
- Coordinate, schedule, and oversee the production and delivery of user training, user materials, and full project documentation.
- Develop and deliver visual presentations and reports defining project progress, problems, and solutions.
- A plan for training and/or knowledge transfer requirements and, facilitate and ensure effective knowledge transfer among team members.
