The vendor is required to provide that invoice tracking system to manage amounts owed to the state and record debtor payments in accordance with settlement agreements and other legal orders.
- The solution(s) must encompass tools, licensing, integration, and data transfer needed in the administration of restitution including tracking restitution balances, encumbering payments made for restitution, and reporting balances available for restitution.
- A timeline of the expected planning and implementation phases necessary to fulfill the scope of work. The implementation phase will include data migration from current systems, including quick books and excel spreadsheets, along with setup and customization of the new solution(s), and provide time for iterative feedback and enhancements.
- The ability to create customizable payment plans and enter supplier payments, to create a series of payment invoices and invoice history for historic and future data.
- The ability to modify records, and it must be able to show all previous versions of the record.
- The system able to track a stayed judgment when conditions are met.
- The system selection of email and/or us mail hard copy notices for an individual account’s late payments to be automated.
- The system includes a separate notes section for payment plan management details for individual accounts.
- The system includes account aging by account for payment plans.
- The system reporting to be filterable/sortable by defendant, date range, number of days delinquent, or matter type.
- The system shows total accounts certified to/being worked by collections enforcement.
- The system be able to create a complete payment schedule for any matter, case, or fund type to show due dates, amounts due and amounts paid.
- The system allows the tracking of restitution payments to consumers and civil penalty payments to counties.
- The system provides a place for templated letters to be stored.
- The system has on-line help screens and video tutorials to enable user self-training.
- The system accounts to be associated with a particular section and control access to records by section.
