The vendor is required to provide that computerized criminal history system (CCH) to demonstrate its financial capability, financial solvency, and capacity to fulfill the requirements of this solicitation.
- The same functionality as the current system, department expects the selected contractor to collaborate with department to design significantly enhanced and streamlined capabilities by utilizing modern technologies and business processes, including all the services, hardware, and software necessary to fully implement and operate CCH for the duration.
- Provide ready access to the data in compliance with the below listed requirements, the federal bureau of investigation (FBI) criminal justice information services division (CJIS) security policy, department information technology standards and requirements, department cyber security requirements, and industry best practices.
- Provide, implement, and support a cloud CCH system with the following attributes:
• Provides CCH and web services standards based on open architecture that:
1. Enables implementing state-of-the-art CCH applications and workflows, including integrating the biometric matching repository.
2. Enables the incremental enhancement/addition/replacement of all applications and workflows for any added functionalities made available by the, next generation identification (NGI), national crime information center (NCIC), and interstate identification index (iii).
3. Uses non-proprietary database software and open-standards application software interfaces.
4. Stores integrated subject arrest, charge, disposition, and custodial data that enables online inquiries and reporting based on integrated subject criminal history and non-criminal history data, preferably in a non-proprietary format.
• Utilizes american national standards institute (ANSI)/national institute of standards and technology (NIST)/ FBI record constructs.
• Conforms to national biometric standards.
• Mature software as a solution with the ability for the customer to make changes or minor customizations.
• Provides configurable administrative controls.
• Manages the interoperability, automation, and audit-ability to track the integrity of all sub-components of the CCH solution.
• Provides efficient and cost-effective storage and retrieval.
• Detects and notifies when systems, applications, or networks are interrupted, significantly degraded, or there is a loss of power.
• Provides a disaster recovery functionality with minimal downtime and no service or function degradation.
• Includes migration services for existing CCH data from legacy systems to the new solution.
- The security policy in effect on the date of award and maintain compliance throughout the life
- Include a test environment that department without restriction;
- Include a maintenance and development environment that integrates design, programming, testing, and version control facilities;
- Include full-spectrum disaster recovery functionality with minimal downtime;
- Include an indelible audit log of all system activity and provide access to department system administrators to access those logs;
- Provide the ability to authenticate users by security policy compliant multi-factor authentication (MFA);
- Comply with the current CCH data dictionary for submission methodologies and work with department to develop more modern methodologies throughout the life of the contract while continuing to accept all department-approved methods;
- System needs to meet current and changing federal and state standards;
- Include monitoring tools capable of tracking system performance and availability;
- Provide the capability for statistical analysis of submissions of information, including sources, methods of submission, and date of submission, delivered as one or more dashboards and reports as determined by department;
- Department to customize or configure the graphical user interface fields;
- Employ event-driven processes;
- Provide robust role-based security that provides transaction-level authorization capabilities;
- Displaying and reporting on the lifecycle of a transaction, whether a submission, error correction, request for criminal history or other transaction;
- Generate department -configured tracking numbers for selected transactions and use tracking numbers from other systems as determined by department;
- Include a free text field for comments;
- Be capable of providing multiple enhanced and transparent interfaces with improved field mapping of the exchanged data for a variety of purposes;
- Accept and process certified electronic signatures within the system without leveraging additional software’s;
- Include a ticketing system for issues that can be accessed by CCH users and worked and tracked by users;
- Provide a way to flag any problems such as possible consolidations, duplicate records/arrests, records that need multistate and iii established or incomplete records;
- Provide the capability for statistical analysis of all submissions of criminal history information, including sources, methods of submission, date of submission, type of error, and rate of error delivered as a dashboard and report;
- Provide the capability of pulling all common image file types from the CCH mugshot database, which agencies can use to create photo lineups.
- Photo lineups must have the ability to be saved, downloaded, and printed;
- To consolidate state identification numbers (SIDS) and their associated data when prompted by a user;
- Provide a field to indicate that dispositions have been placed in the name-based file;
- Provide a system response time that does not exceed eight seconds;
- All forms of alias data elements and provide the option to view all alias elements with their corresponding arrest events;
- To maintain and display the historical date, time, and operator id for entries and updates of an identification record and have the data viewable by systems users;
- Providing a prompt for a literal charge or state citation for state chart table codes;
- Provide an indicator that a particular arrest/charge disposition has already been researched and resolved to prevent duplication of effort;
- Data extracts in commonly used formats for the data types
- Provide the ability to modify an individual’s primary name, dob, social security number (SSN), and other primary information elements without deleting and re-adding the individual’s record completely.
